Charlottesville, VA 22902 Subject: Site Review Meeting Comments May 5h, 2011 site review meeting Dear Mr. Brooks: Below are VDOT's comments on the Site Plans for the May 5T", 2011 Site Review Committee Meeting: Claudius Place Preliminary Site Plan (Megan Yaniglos) 1. The entrance to Main Street was designed as a commercial entrance for truck traffic from Barnes Lumber Yard. It will have to be reconstructed as a street connection with minimum 25 foot curb returns. 2. Parking should be provided along the proposed public road. 3. Show design traffic projections on proposed public road. 4. Proposed public streets are required to have a minimum 4 foot utility strip or 6 foot if street trees are used in accordance with the VDOT Road Design Manual (RDM) A -115. 5. The minimum clear width for pedestrian access is 48 inches in accordance with RDM A -111 . 6. CG -12A is the preferred design for curb ramps and need to be installed at crossings, see RDM A -112. 7. Sidewalks need to have LTD-3 underdrains in accordance with RDM A -117. 8. The proposed stop sign is too close to the curb. The minimum offset from the curb is 39 inches from face. There also needs to be a minimum 48 inch pedestrian access. The existing curb ramp should be removed and replaced with a CG -12A with the landing requirement and additional right of way needs to be dedicated. Please see VDOT Standard CG -12A and MUTCD requirements for stop sign placement. 9. Curb returns shown at 12.5 feet in radius need to be a minimum of 25 feet in accordance with RDM F -101. 10. Need to add curb ramps at the proposed commercial entrance. There does not appear to be enough distance from the DI to the face of curb to get an acceptable ramp. 11. The minimum throat length for a commercial entrance with one egress is 30 feet and needs to be protected on both sides of the entrance in. See RDM, Appendix F 12. Will this proposed public street need bike lanes? 13. Place the proposed water meter in the utility strip. 14. It looks like there is a proposed Ellison Street with a 40 foot right of way. The entrances and street connections will need to meet the minimum spacing standards as shown in figure 4 -11 in WE KEEP VIRGINIA MOVING the VDOT Road Design Manual Appendix F. The proposed entrance does not meet the minimum spacing to Main Street or Ellison Street. 15. Sight distance is measured from the edge of travel way and is set back 14.5 feet. 16. The minimum radius on commercial entrances is 25 feet. See RDM F -101 17. When Main Street was constructed the entrance to the library was planned to be directly across from the entrance to the lumber yard. This plan shows the library entrance farther up the hill but it does not meet the minimum 200 foot spacing requirement. See RDM F -24 18. Road A will serve more than 193 trips and most likely will serve more than 400 trips per day. The design speed needs to be 25 mph and designed to an Urban Local Road standard. 19. The trip generation rates should not use 80% of the floor areas. Also, the title sheet shows restaurant use but that is not reflected in the trip generations. Restaurant use could triple this traffic projection. Please request the applicants provide a written description of revisions with re- submissions.
