The first revision to the final plat for Wickham Pond Phase II Block 1, received 20 May 2011, has been
reviewed. Engineering can recommend approval to the plan once the following comments have been
addressed.
1. This plat cannot be signed by the county until all necessary bonds have been posted. Bonds will
be required for ESC, SWM, landscaping (buffer), water and sewer, and road and drainage plans.
The applicant has provided the Bond Estimate Request Form to the county. Staff will provide all
estimates once the plans are approved. In order for the road, water, and sewer bonds to be posted,
a Schedule of Completion must be approved by the County Engineer.
(Rev.]) Bond estimates have been provided to the applicant. These bonds must be posted prior
to county signature on the plat.
2. Please label the easement for Allyn Alley as "alley easement" per 14- 303.E.
(Rev. 1) Comment has been addressed.
3. The County Planner will likely ask for maintenance agreement for Allyn Alley.
(Rev. 1) The county planner assigned to the project will be reviewing this requirement.
4. Please label the private drainage easement within the Allyn Alley Easement. I recommend
changing the styles or weight of each particular easement line (alley, swm, drainage, sight, ACSA,
etc.) so they are easier to follow when in close proximity. The 2 °a half of this comment is not a
requirement.
(Rev. 1) On both Sheet 2 and Sheet 3, please add "private" before "storm drainage easement"
in the alley callout. The easement demarcated by L71 must be called out as a private drainage
easement.
5. Please label the intended ownership of all common areas per 14- 303.G.
(Rev. 1) The county planner assigned to the project will be reviewing this requirement.
6. Note 19 on the cover sheet appears to be the temporary turnaround note stipulated in 14 -303.K of
the subdivision ordinance. However, no temporary turnarounds are shown on the plat. No
temporary turnarounds are needed since the plat is not phased. Lastly, the road names referred to
in this note are incorrect. As the plat is currently drawn, this note should be removed.

7. As already identified by Andy Slack, the county employee who manages the road naming system,
Henry Drive must be replaced with an acceptable road name. [14- 303.M]

8. The applicant has included on the cover sheet the private street note of 14 -303.N despite the fact
that all streets within the plan will be public. Please either remove this note or specifically refer to
Allyn Alley by starting the note with "Allyn Alley may not..."

9. The construction plan calls for grading all over TMP- 56 -91. This owner will either need to be on
the WPO bond or a construction /grading easement to allow the work proposed in this plan will
need to be recorded. I would recommend adding a note to this plat stating that all work necessary
to carry out the Wickham Pond Phase H Block 1 construction set (SUB- 2009 -00062 and WPO-
2010- 00058) is authorized by Barnes- Crozet LLC.

10. Additional ROW appears to be needed on TMP 56J -1 -1 and TMP 56J -A. This dedication must
occur prior to the approval of this plat or be included on it. A drainage easement also appears to
be necessary of TMP 56J -1 -1.
(Rev. 1) The road plan has been modified so a signature from the owner of TMP 56J -1 -1 is no
longer needed. The applicant has correctly shown the ROW dedication and drainage easement
on TMP 56J -A but the cover sheet of the plat does not appear to account for the signature of
this owner who our county records indicate is Weather Hill Development, LLC.
11. Please replace "Variable Width Storm Sewer Easement" on Sheet 2 with "Privately Maintained
Variable Width Stormwater Management Easement ".

12. Please add "Public" to the 15' Access Easement notation on Sheet 2.

13. On Sheet 2, there is a notation stating that 0.257 acres of ROW is being dedicated with this plat,
but this number appears to be too low. Please clarify.

14. On Sheet 3, Please replace "Variable Width Storm Sewer Easement" with "Variable Width
Stormwater Management Access Easement ". This should be centered on the road, not the ditch.
An easement is not needed on the ditch since it only drains two lots. If the applicant prefers that it
be placed in an easement, please call the easement out as private.

15. Note 15 of the cover sheet states that all drainage easements shown on the plat are to be dedicated
to public use. At the beginning of this note, please add "unless otherwise specified" so that the
private easements (the private drainage easement along Allyn Alley and the easement adjacent to
the access path to the stormwater facility on sheet) are excluded. Please also use the same notation
when referring to Storm Sewer/Drainage Easements on the plat and Note 15 on the cover sheet. I
do not think it makes a difference which you use as long as it is consistently throughout, though
the County Attorney's office could correct me (please see the following comment).
(Rev. 1) The following changes to the drainage easements on this plat are necessary:
a. On both Sheet 2 and Sheet 3, please add "private" before "storm drainage easement"
in the alley callout.
b. The easement demarcated by L71 must be called out as a private drainage easement.
c. The easement demarcated by L27 must be a public drainage easement. Please remove
"Privately Maintained "from this note.
d. Please extend the public drainage easement to the stormwater pond.
16. A Deed of Easement will need to be recorded with the plat. Please contact the County Attorney's
Office for the latest copy of the Deed of Easement template for drainage easements. The language
within the deed must match the language shown on the plat for drainage (or storm sewer)
easements. The County Attorney's Office will need to approve the deed of easement prior to
Community Development approval of the plat.
(Rev. 1) This has been provided to the County Planner who has forwarded it to the County
Attorney's Office where it is currently being reviewed.
17. The construction plan has not received final approval yet. The final plat should not be technically
approved until the construction set has received final approval. Additional comments to this plat
may be necessary due to changes to construction plans.
