Written Description of Proposed Use
1. Will food preparation occur onsite? Yes, a proposed commercial kitchen is
shown on the building permit. Health Department Food Permit is attached
(see Appendix A).
2. Will new or existing facilities be used? New facilities will be used. VDH
approval for Sewage Disposal System and private well is attached (see
Appendix B).
3. Will a new or existing entrance serve the winery? An existing entrance -
the former County Fair VDOT approved entrance is the same serving the
winery. VDOT permit previously filed with Bundoran Farm.
4. Will you be placing any new signage on the property? Signage relating to
the winery is indicated on attached map (see Appendix C). New signage
consists of winery entrance sign at Plank Road entrance.
S. Will there be any new building construction or renovations? All
proposed structures are shown on site plans (see Appendix C -E). Building
Permit attached (see Appendix F). Permit # B201002139NC
6. Are there any streams, ponds, or bodies of water on or adjacent to the
winery? No. (see Appendix C & D)
7. Will there be any new lighting installed for the operation of the winery?
Yes, all lighting will conform to "dark skies" regulations. Outdoor lighting
will be confined to the parking lots and around building doors.

Dear Mr. Andrews:
Thank you for your initial plan review submission and your recent submittal involving
the layout and equipment of the tasting room.
As you recall, your initial plans could not be properly reviewed until your water and
waste systems were evaluated.
At this time, your on -site waste water system has been approved by this department. The
maximum seating allowed and the maximum gallons per day for the waste -water disposal
system will be noted in the conditional field of the food - service permit.
Regarding your current well, it is approved based on a recent assessment performed by
the Office of Drinking Water. This assessment is based on information you provided
regarding the projected schedule and usage at your facility.
A January 19, 2011 letter sent to you by the Office of Drinking Water states: "since the
facility is only projected to serve 25 or more people for 55 or fewer days per year it does
not currently meet the criteria for regulation as a public waterworks." The letter also
emphasized that the threshold for regulation is 25 or more people per day for 60 or more
days per year. Also noted in the letter was the request for you to contact this
department's. well section inspection staff for final approval and permitting of the existing
well. Please contact our Environmental Health Supervisor, Bill Craun, if you have not
done so already.
Further note that a satisfactory water source will be a condition of your food - service
permit. In addition, should your operation exceed the threshold listed above; the existing
well may not be acceptable, requiring installation of a new one in accordance with the
Virginia Waterworks Regulations.
Thank you for submitting detailed plans and providing clarifications regarding your
proposed food - service operation. The plans have been reviewed,. and subsequently
approved with the following conditions:
• The Virginia Food regulations require a designated Person -In- Charge (PIC)
who can demonstrate food safety knowledge and who can monitor food -
service employees /procedures to prevent critical type violations (poor hand
washing, improper food temperatures, inadequate cleaning.and sanitizing,
etc.). The PIC is also responsible for training employees in company health
policies such as reporting certain diseases to management. The PIC or their
designee is required to be present at all times during hours of operation
• All food is to be from an approved source.
• As discussed, an additional hand sink will be required behind the bar and
adjacent to the pizza oven.
• A consumer advisory will need to be available by way of disclosure and
reminder, using brochures, menu advisories, label statements, table tents,
place cards or other written means referencing the use of any raw animal food
such as beef, eggs, fish, lamb, pork, poultry, or shellfish that is served raw,
undercooked, or without otherwise being processed to eliminate pathogens,
either in ready -to -eat form or as an ingredient in another ready -to -eat food. A
guidance sheet has been included for your review.
• Ensure a mop rack or a hooking system is provided in the mop sink area for
the air - drying of mops.
• Hand sink signage is required for all employee hand sinks and restrooms used
by employees.
• All refrigeration units are required to have conspicuous thermometers located
in the warmest part of the unit.
• Ensure grease trap is easily accessible for cleaning.
• A cutting board storage rack is recommended to allow for proper air drying
after cleaning and sanitizing.
• Ensure restroom doors are self - closing.

• Ensure all threaded faucets are equipped with back flow prevention.
• Supply appropriate chemical test kits and a calibrated chef s thermometer
prior to opening.
It is important that any deviations from your submitted plans be first reported to this
Department for approval. Failure to do so may result in delay of the facility's opening.

Dear Pippin Hill Farm & Vineyards:
This letter and the attached drawings, specifications and calculations dated December 6,
2010 constitute your permit to install a sewage disposal system (and private well if applicable) on
the property referenced above. Your application for a permit was submitted pursuant to §
32.1 -163.6 of the Code of Virginia , which requires the Virginia Department of Health (VDH) to
accept designs for onsite sewage systems from individuals licensed as Professional Engineers
(PEs). This law allows PEs to design onsite sewage systems that do not fully comply with the
Sewage Handling and Disposal Regulations (12 VAC 5- 610 -10 et seq. ) and requires VDH to
accept such designs, provided they comply with standard engineering practices, performance
requirements set by the Board of Health, and certain horizontal setback requirements necessary to
protect public health and the environment.
VDH hereby recognizes that the design submitted by Scott r. Collins, P.E. complies with
the requirements of the Code of Virginia and grants permission to install the system as designed
in the area shown on the attached plans and specifications.

If modifications or revisions are necessary between now and when the system is
constructed, please contact the PE who designed the system upon which this permit is based.
Should revisions be necessary during construction, your contractor should consult with the PE.
The PE is authorized to make minor adjustments in the location or design of the system provided
that adequate documentation is provided to the Charlottesville /Albemarle Health Department.
The PE that submitted the design for this permit is required by the Sewage Handling and
Disposal Regulations to conduct a final inspection of this sewage system when it is installed and
to submit an inspection report and completion statement to the Charlottesville /Albemarle Health
Department. The health department is not required to inspect the installation, but may do so at
its sole discretion. The sewage system may not be placed into operation until you have obtained
an Operation Permit from the Charlottesville /Albemarle Health Department.
This Construction Permit is null and void if site and soil conditions are changed from
those shown on your application or if conditions are changed from those shown on the attached
plans and specifications. VDH may revoke or modify any permit if, at a later date, it finds that
the system would threaten public health or the environment.
This authorization to construct a sewage disposal system expires July 12, 2012. This
permit is not transferable to another owner or location.

The parking plan is approved, provided that the overflow parking spaces meet the ordinance requirement that those
spaces are provided in a well- drained suitably graded area. I will rely on Andy Kellerman to confirm this since I have not
been on -site. The revised layout e- mailed by Whitney Walker yesterday shows a total of 119 spaces, 76 proposed
parking spaces and 27 overflow spaces, All parking areas shown on the plan meet the required 25' setback. This appears
adequate for events up to 200 people. Existing gravel areas that do not meet the 25' setback requirement may not be
used for parking, permanent or overflow.
