(BPSPE@EMBAROMAIL.COM) From: Ellie Ray, CLA, Senior Planner Division: Zoning and Current Development Date: June 28, 2011 Subject: SDP 2011— 00042 Forest Lakes Office Expansion and Townhomes - Prelim The County of Albemarle Division of Current Development Planner will recommend approval of the plan referenced above once the following comments have been satisfactorily addressed (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [Comment] For record keeping purposes, please clarify that this application is a Preliminary Site Plan and not a Major Site Plan Amendment by removing the `Major Site Plan Amendment' language from each sheet. 2. [Comment] Please show the boundaries for all four parcels on the layout shown on the Cover Sheet. 3. [32.5.6(a)] Add the following: Magisterial district (Rivanna); boundary line dimensions on all internal boundaries on the Existing Conditions sheet. 4. [32.5.6(a)] Correct and revise the minimum setback lines and yard requirements, both as listed on the Cover Sheet and as graphically depicted on the plans. As listed in Condition 'a', the parcels taking advantage of SP1994-16 should adhere to the setbacks in Section 21 (21.7.a, 21.7.b, & 21.7.c). Section 21 setbacks are listed as 30' building/10' parking from adjacent public streets and 50' building/20' parking from adjacent residential districts. Therefore, the setback along Timberwood Blvd should be 30', and a 20' setback between the parking lots and the property line for the townhouses is required. There should also be a 20' "undisturbed buffer" in conjunction with the 20' setback but, if necessary, there are provisions for applying for a waiver of that requirement listed in 21.7.c. The parcels that are being developed by -right should conform to Section 18.3. Please note that when the parcel is subdivided to create individual townhouse lots, the R-15 setbacks will still apply to each lot, and any side setback should be shown within the townhouse lot. 5. [32.5.6(b)] Indicate the location and square footage of recreation area provided with a calculation demonstrating the amount required (Section 4.16: 200SF per unit). 6. [32.5.6(b)] Provide the maximum number of employees, maximum height of all structures (including townhomes), and maximum amount of paved parking and vehicular circulation. Correct the land use schedule to reflect all four existing parcels. 7. [32.5.6(b)] Revise the number of parking spaces required (my math says 141 for the entire development), and clarify how spaces are assigned to each use on the site. The project in its entirety is 2 spaces short of the requirement, with the commercial portion being 14 spaces short and the residential portion having 12 extra spaces. This discrepancy can be handled with a parking requirement reduction request for the commercial portion (this may already be in progress with Zoning) or through a joint parking access easement for shared parking. 8. [4.12.13] Add and dimension a loading space. 9. [4.12.16(e)] Add parking bumper blocks in all parking spaces that are less than 2' from a sidewalk that is less than 6' in width. 10. [32.5.6(c)] List the proposed timing of phased development. 11. [32.5.6(d)] County GIS shows the presence of critical slopes on the site; please verify that no critical slopes exist. If critical slopes are present, please indicate the location with shading. 12. [32.5.6(e) and 32.7.9.4(c)] Show all existing landscape features as described in section 32.7.9.4(c), including existing treelines and small groups of trees. 13. [32.5.6(m)] Show the distance to the centerline of the nearest existing street intersection from the ingress/egress to the property. 14. [32.5.6(n)] Provide location and dimensions of all existing and proposed improvements including: buildings; fences; outdoor lighting; landscaped areas; recreational areas and facilities; parking lots and other paved areas; loading areas together with the proposed paving material types for all walks, parking lots, and driveways. 15. [32.5.6(o)] Show all areas intended to be dedicated or reserved for public use. 16. [32.5.6(p)] Provide a landscape plan in conformance with section 32.7.9 as well as the conditions of SP 1994-16, along with the associated calculations and notes demonstrating that the requirements are being satisfied.
