The Site Review Committee has reviewed the development proposal referenced above. Preliminary comments for
the following divisions of the Department of Community Development and other agencies, as applicable, are
attached:

Comments reflect information available at the time the development proposal was reviewed, and should not be
considered final. However, the Site Review Committee has attempted to identify all issues that could affect approval
of the proposed project.
Please make the revisions that have been identified as necessary for preliminary approval. by the Site Review
Committee. If you choose not to make the requested revisions, please submit in writing justification for not
incorporating such revisions. Submit (8) full size copies and one 11 x 17 copy to the Department of Community
Development including responses to each of the attached comments of the Site Review Committee by Monday
August 15, 2011. Failure to submit this information by this date will result in suspension of the review schedule.
Review will resume when revisions are submitted.

The County of Albemarle Division of Current Development will grant or recommend approval of the final plat
referenced above once the following comments have been addressed: [Each comment is preceded by the
applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
1. [ 14- 302(B)9,10] Stream buffers and flood plain. The location of stream buffers required by section 17 -317
of the water protection ordinance, with the following note: "The stream buffer(s) shown hereon shall be
managed in accordance with the Albemarle County Water Protection Ordinance." The stream buffer note
has been added to the plat, but there is no stream buffer shown on the plat. Please remove the stream
buffer note. There is no stream buffer at this location. Refer to the Albemarle County GIS web for
guidance.
2. [14-302.A. 13].Proposedfacilities. The location of proposed water and sewer lines and related
improvements; proposed drainage and stormwater management facilities and related improvements. Add
the location of water lines and related improvements including proposed drainage and stormwater
management facilities to the plat where applicable.
3. [14- 303.H]Monuments. The location and material of all permanent reference monuments _Monuments
found or installed prior to plat recordation may be referred to if they are permanent and undisturbed. If any
monument required by this chapter will be installed after recordation of the final plat _the certification of the
professional engineer or land surveyor shall so note. Please add monuments to the plat, or if monuments
are to be installed after recordation of the final plat, the certification of the land surveyor shall so.

4. [14- 303.Q] A statement as to whether the subdivision will be served by a public water supply and a public
sewer system. Add a note to the plat stating that this subdivision will be served by a public water
supply and a public sewer system.
5. [14- 317]If the subdivision will contain one (1) or more improvements that are not to be maintained by the
county or any authority or other public agency, the subdivider shall submit with the final plat an instrument
assuring the perpetual maintenance of the improvement. Please provide a document that assures the
perpetual maintenance of Carroll Creek Road.
6. Include a running tally or table showing the number of already subdivided lots and the number of lots
remaining (to be subdivided) in the Leake section of Glenmore. The rezoning approved 110
residential lots for this area. Refer to ZMA 2006 -16 for guidance.
7. ZMA 2006 -00016 Glenmore, Section K2, Leake Property proffers must be satisfied before final plat
approval is granted.

Subject: Glenmore Section K2B Lots 9 -16 Final Before Preliminary Plat (SUB- 2011 - 00083)
The final before preliminary plat for Glenmore Section K2B Lots 9 -16 (SUB- 2011 - 00083), received 11
July 2011, has been reviewed by county engineering. The following comments must be addressed before
final approval of the plat:
1. Please show the existing or proposed utility line and easement for the public waterline serving
these parcels. [14- 302.A.5] The easement alignments will be reviewed after the construction plans
for these utilities (water and sewer) are approved by the county to confirm that they match.
2. Please provide the existing topography of the road construction. Private drainage easements may
be needed along the frontage of these lots due to the road cross - section. [14- 302.A.4 and 14-
302.A.12]
3. An erosion and sediment control plan for the disturbance to construct the sewer line (and water
line, if necessary) must be approved and bonded prior to final plat approval. Additionally, since
agreement in lieu of plans will not be relied on for the construction of these 8 lots because of the
proffer requiring the county engineer to track total disturbance on site, I highly recommend that the
applicant include the necessary ESC measures for the lot grading and house construction in the
utility ESC plan to avoid future costs and delay in home construction. [17 -200, 17 -203, 17 -204,
and Proffer 6]
4. A Stormwater Management Plan for the new impervious area anticipated by this plat must be
approved and bonded prior to final plat approval. It looks as though a facility can be placed
around the 330 contour line. Please provide a completed modified simple spreadsheet for this
facility as well. [14- 302.A.13, 14 -305, 14 -417, 17 -304, 17 -312, 17 -314, and 17 -315]
5. A sanitary sewer manhole appears to have been placed at the outlet of an existing stormwater
management facility. Please accurately show the existing topography where the embankment is
for this stormwater facility and make sure the manhole is not placed in the center of the outlet or
ditch. [14- 302.A.12]

The Albemarle County Service Authority (ACSA) has no technical comments on the
SUB being reviewed. Engineering comments are usually reserved for the site plan review
stage. Subdivision plats should correctly show ownership of properties and existing
easements. Recordation of new easements should occur before dedication to and acceptance
by the ACSA.
The ACSA can review the proposed subdivision plat and determine if it is included
in the jurisdictional area for water and /or sewer service. Water and /or sewer connections
to the ACSA system are allotted on a first come, first served basis at the time
connection fees are paid. The ACSA does not reserve capacity in its system for a specific
project.

Below are VDOT's comments on the Site Plans for the August 0, 2011 Site Review Committee Meeting:
SDP - 2011 -00049 Timberwood Commons -Final (Ellie Ray)
1. Timberwood Blvd was designed to be a public road but has not yet been added to the state secondary
system of highways.
2. Timberwood Blvd was designed for just under 10,000 vehicles per day according to the Hollymead
Towncenter Traffic impact Analysis and serves as an urban collector road. On street parking between
route 29 and the second roundabout on Timberwood is not typical to this road. Adding 4 spaces on one
section of the road within close proximity of the Route 29 intersection and the first roundabout could
cause operational problems or conflicts that lead to an increase in crashes in this area. The four proposed
spaces should be accommodated within the proposed parking areas and removed from the street.
SUB- 2011 -00081 Kenridge -Final (Megan Yaniglos)
1. No comments
SUB- 2011 -00083 Glemnore Section K2B-Preliminary (lots 9 -16)
1. This subdivision is on a private road system. The recent construction of the signal at Glenmore Way and
Route 250 will accommodate an increase in use at the intersection.
Please request the applicants provide a written description of revisions with re- submissions. If you have any
questions or comments, please contact me prior to sharing these comments with the applicants.
