HomeMy WebLinkAboutSP201000044 Review Comments Special Use Permit 2011-09-02COUNTY OF ALBEMARLE Department of Community Development 401 McIntire Road, North Wing Charlottesville, Virginia 22902 -4596 Phone (434) 296 -5832 Fax (434) 972 -4176 August 31, 2011 Scott Collins 200 Garrett Street, Suite K Charlottesville, Virginia 22903 RE: SP201000044 and SP201000045- Granger- Fill in the Floodplain- Stream Crossing #1 and #2 Mr. Collins: Staff has reviewed your submittal dated 8 -1 -11 for review of revisions to the above special use permit applications and offers the following comments: Planning 1. Stormwater ponds are shown on lots. Is this allowed? These ponds may need to be relocated. 2. Some of the proposed trail system is shown located off site. Does the applicant have permission from the property owner to provide a trail on adjacent property? 3. The project is broken up into two phases. The Sunset Fontiane connector road should be built as one road and one phase, otherwise portions of the road could be built and never completed. 4. Portions of the Sunset Fontaine Connector road are shown off site. What is the intent with regards to the Sunset Fontaine Connector Road? Will the applicant build the road on site and leave the off -site portions pending that are shown on the plan or are there plans to complete the proposed road as shown on the plan? Does the applicant have permission from the adjacent property owner to build the off site portion of the road? 5. Stormwater pond #5 is shown off site. Does the applicant have permission from the property owner to build the pond shown on off site property? 6. The plan appears to show a portion of stream crossing #1 on property that is not part of this SP or SUB. Does the applicant have permission to provide this stream crossing on the off site property? 7. The Intersection shown on the plan at Sunset Ave., Ext. and Sunset Place seems awkward and difficult to get around. I leave this to the engineers and VDOT, but it seems like a re- design might be in order in this location. In general, there seems to be some critical pieces relating to this SP's and SUB that are occuring off -site. It seems we want to make sure the off -site improvements will occur and that the property owners have provided permission for the activity to occur on the property. Zoning Comments will be forthcoming. Current Development 1. The Open Space Plan indicates this area as being within an area of Major and Locally Important Stream Valleys and Adjacent Critical Slopes. Care should be taken to minimize disturbance to the greatest extent possible. 2. The Open Space Plan indicates a Surveyed Historic Site on the property. See the Historic Resources comment for recommendations for this site. 3. A subdivision application is currently under review for this property, SUB2010 -119. A critical slopes modification, open space request, and planting strip and sidewalk modification have been received and will be presented and taken to the Planning Commission at the same time as the Special Use permit applications. Engineering and Water Resources See attached memo ASCA 1. Provide ACSA with design information in regards to waterlines crossing the stream. (See attached memo) RWSA (see attached memo) Sheet 2 of 2: 1. Please reverse the road profile for stream crossing #2 so that it matches the plan view. 2. Please show the locations of the existing sewerlines in the profiles for stream crossings 1 & 2. Additionally, RWSA has the several concerns with the proposed sewer relocation. These may be resolved in site plan review; however, please note that their resolution may affect the road alignments and /or stream crossing locations as shown in the preliminary plat. RWSA will need to see a detailed plan and profile for the relocated sewer before a design can be approved. I have provided a summary of the major concerns below for the engineer: 1. The top of the pipe should be well below the bottom elevation of the stream bed at all stream crossings to minimize effects on stream flows and the new sewerline. 2. New manholes must be a sufficient distance away from any stream banks or culvert outlets so that any potential erosion will not compromise the manhole foundations or damage their exterior. 3. RWSA must be able to access the waterline for necessary maintenance, repairs, relocation, and upgrades. The proposed alignment does not seem to be feasible due to the proximity of the sewerline to the concrete culverts and the depth of proposed fill for the road.
