The following comments must be addressed prior to plan approval: 1. In order to obtain a grading permit for a plan that shows construction across more than one parcel, each separate parcel owner must be party to the bond unless all necessary easements authorizing all work have been recorded. I have copies of the documents recorded in DB 3483 Pg 98 and DB 3662 PG 444 and will forward them to the County Attorney's office for a determination whether any other parcel other than 78 -57 will need to be party to the bond. I will forward his response once it is received. (Rev. 1) This comment is pending. I still need to meet with the County Attorney's office to determine what the bonding requirements for this project are. 2. Please remove the original Sheet C -7 from the set since it is being updated and attached at the end of the package. (Rev. 1) Comment has been addressed. 3. Please extend the silt fence to the west side of the construction entrance to the existing pavement. Please note that if dirt is tracked onto the pavement to the south, the county ESC inspector has the authority to require a washrack and sediment trap to be installed at the project's entrance. (Rev. 1) Comment has been addressed. 4. Please provide silt fence at the streambanks, parallel to stream flow, to protect the waterway from the construction of the piers and approaching sewer lines. (Rev. 1) Comment has been addressed. 5. A vehicular stream crossing will be prohibited unless Army Corps approval is given and a properly sized and labeled SC is specified on the plan. Otherwise, please clearly note at the sanitary sewer crossing on sheet C -7 and in the construction sequence that no stream crossing will be allowed. Please also remove the reference on Sheet C -10 to a USC that does not exist. (Rev. 1) Comment has been addressed. 6. Since the original plans approval, the county has added two more notes to its General Notes for ESC plans. Please add these two notes to the plan. Please find the new note set in the current Engineering Review Comments Page 2 of 2 edition of the design manual, available online. (Rev. 1) Comment has been addressed. 7. The ESC plan relies heavily on cleanwater diversions which is not compliant with state - standards and is generally not preferable. However, in this instance, not using cleanwater diversions would result in large sediment basins below the work capturing mostly clean runoff and is not practical. The cleanwater diversions should remain in the plan as previously approved but with the following changes: a. Three cleanwater diversions cross the sewerline. Since the alignment of the sewer line will be used as a construction access route to the upper reaches of the line, the diversion will be running across an area that is crossed regularly by construction vechiles. For each cleanwater diversion crossing of the sewer line /access road, please provide a properly sized culvert and stone (similar to the VESCH Plate 3.24 -2) so cleanwater can pass through the construction area without picking up sediment. b. Please provide a designed crossection for DD3 and extend it past ST1. The way the existing contours are currently surveyed, this water winds up in ST1. The north side of the embankment of ST1 will also act as one side of the channel and is an erosion concern, so please make sure a newly constructed adequate channel can reach the existing channel on the church's property. (Rev. 1) Three minor revisions to the plan are necessary. Please remove the work below trap I from the neighboring property or provide a signed easement. Please extend the lower diversion of the 2"d 30" culvert so it is clear the outlet is to drain to it, rather than into trap 1. A note here would also be helpful. Move the outlet riprapped channel below the crossing at Sta. 101 farther to the north so that the dirty water running of the 2:1 slope does not contaminate this water that is supposed to bypass the sediment trap. 8. This comment is only advisory. This sewer line is being constructed in close proximity to a Preservation Area that was approved in the Cascadia Rezoning Plan. The limits of disturbance shown within this plan are acceptable for approval of the ESC plan. However, it is possible that construction within these limits can damage some of the trees outside of the limits in the Preservation Area. This would be a violation of the application plan and enforced by the Zoning Department. County Inspection will be focused on this area of the project. (Rev. 1) Comment has been acknowledged by the applicant. 9. Once the plans have been approved, please provide a completed Bond Estimate Request Form to the County Engineer to receive a revised ESC bond computation.
