RWSA has reviewed the Site Plan Amendment for the Korean Community Church (SDP2011- 00034) as prepared by
Dominion Engineering and dated August 1, 2011 and consents to the proposed construction. All changes to the proposed
work from that shown in the drawings shall be approved in writing by RWSA prior to construction of the work. RWSA
reserves all existing rights associated with its easement, including (but not limited to) its rights to access, construction,
operation, maintenance, and repair of its facilities within the easement, and such consent shall not be construed to modify
or increase in any way RWSA's obligations, if any, to repair and restore following such activities. All future construction or
site improvements made within the RWSA easement shall not limit, modify, or prohibit any existing easement rights held
by the RWSA, nor modify or increase its obligations, if any, to repair or restore.
I have attached our template deed of easement for Mike Myers' reference in preparing the deed and plat for the requested
RWSA easement. Please let me know if you have any questions or comments.

of all waivers; one datum reference for elevation; owner, zoning, tax map and parcel number and present
use of all adjacent parcels (including parcels on the other side of the railroad if it isn't on its own parcel);
minimum setback lines and yard requirements.

unobstructed overhang of at least 2'. These reduced parking spaces cannot be adjacent to a sidewalk.
Please revise the plan to show one of the following options: 18' parking spaces, a 2' planting strip between
the back of curb and the sidewalk, or an 8' wide sidewalk in the areas (western and northern parking areas)
where the plan shows sidewalks adjacent to 16' parking spaces.

6. [4.12.16(e)] Add parking bumper blocks in the 20 parking spaces adjacent to the new sidewalk in
northeasterly parking area.

7. [32.5.6(e) and 32.7.9.4 (b)] Differentiate between the existing and proposed tree lines more clearly.
Provide the acreage or square footage of existing trees that will remain. The landscape plan should indicate
the trees to be saved; limits of clearing; location and type of protective fencing; grade changes requiring tree
wells or walls; and trenching or tunneling proposed beyond the limits of clearing. In addition, please sign a
conservation checklist to insure that the specified trees will be protected during construction and include it
on the plans. This checklist, which conforms to specifications contained in the Virginia Erosion and
Sediment Control Handbook, pages III -393 through III -413 is available on the County website.

adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural
areas zoning districts shall not exceed one -half footcandle'.

RWSA has reviewed the site plan amendment for the Korean Community church as prepared by Dominion Engineering
and dated 6/16/2011 and has the following comments:
All Sheets:
1. RWSA had previously requested an additional 10' wide easement in order to maintain, repair, and replace the
existing RWSA force main. Please extend the easement that is already shown across the length of the entire parcel.
RWSA can provide our standard easement language to be used in preparation of the easement.
2. There are two brick stairways shown in the existing RWSA easement, one of which is located directly over the
existing force main. RWSA does not allow structures within sewerline easements. Please shift the proposed
structures out of the RWSA easement so that they will not cause damage or prevent access to existing utilities.
3. There are three light poles /structures (OA -1 -4, OG -1 -22, OD -1 -17) located within the existing RWSA easement.
Please shift all light poles as discussed so that they are out of any existing or proposed RWSA easements.
Sheet Cl:
1. Please replace the RWSA General Notes (2008) with the most recent version (attached)
Sheet C6:
1. There are several trees proposed within the existing and proposed RWSA sewerline easements. As discussed,
please shift all trees and shrubs out of the RWSA easements to prevent damage to existing structures and allow for
future maintenance, repair, or replacement of the force main.
Per previous conversations between Justin Shimp and Justin Weiler, RWSA has offered to amend the standard easement
language to allow proposed storm structure #4 in the proposed easement.

This letter approves your submitted Letter of Revision for the above referenced site plan. The letter of revision
proposes the following changes:
1. Provide,ADA parking space and ramp at rear of building.
2. Add left entrance feature. (The right entrance feature was shown on previous plans, but it should be
noted that sign locations are approved through the sign application process and not on the site plan.)
3. Add approved plan information from the Ivy Fire Station Plan to include the 200 - series storm sewer pipe,
retaining wall and additional parking spaces.
This is the first (2 "d) Letter of Revision for this site. Three (3) Letters of Revision are allowed, after which all

The Planner will recommend approval of the letter of revision referred to above when the
following items have been fully addressed. (Additional comments or conditions may be added or
eliminated based on further review.) [Each comment is preceded by the applicable reference to
the Albemarle County Code.]
1) The following changes have been reviewed as requested:
1) Delete portions of sidewalk.
2) Change sidewalk material (brick to concrete in some areas).
3) Add brick entrance features at both sides of site entrance.
4) Add a 6" PVC collection drain to collect the roof downspouts and tie them
directly into the storm sewer.
2) [32.3.2] Under current administrative review policies established by the agent, this
letter of revision request does not qualify as a letter of revision as submitted. Letter of
revisions cannot include changes to stormwater management facilities or other
modifications that require the seal of a licensed professional. The letter of revision
shows modifications that have not been expressly requested in the letter. Use the site
plan amendment approved with SDP - 2011 -034 as a base for the above four changes
only, or submit a minor site plan amendment for review and approval. Any additional
revisions have not been reviewed at this time.
3) [32.5.6/4.12.16] Although portions of sidewalk may be deleted, planting strips must
be shown where parking spaces do not meet minimum width requirements. Parking
spaces must be 10' by 18' for 20' aisle widths and 9' x 18' for 24' aisle widths.
Revise any parking spaces that do not meet these requirements or show the planting
strip required from SDP - 2011 -034, as some of the parking spaces are shown as 10'
x 16' or 9' x 16' without the minimum 2' overhang.
4) [32.7.5] If storm sewer pipes are being re- located, they must be reviewed and
approved under a minor site plan amendment by the reviewing engineer. Show storm
sewer pipes as previously approved with SDP - 2011 -034 or submit a minor site plan
amendment.
5) [32.7.5] Off -site stormwater facilities will require the submission of an easement plat
for review and approval prior to approval of any site plan amendments.

Mike,
Engineering and Inspections both have no objection to this LOR. I have no issues with the handicapped parking
previously discussed or the information from the fire station plan, but we do not review or approve sign locations or
design on site plan submittals. If you remove the sign location(s) and the detail showing the design and lighting, I can
approve the LOR. All sign locations and designs are submitted under separate application directly to the permit planners
(and ARB, if necessary). So, if you revise your request letter, and send 4 copies of the plan with the sign references
removed I should be able to get it approved pretty quickly.

The Water Protection Plans (WP0201100040) submitted 6 July 2011 have received Engineering
Review and do not appear to meet Albemarle County minimum checklist items for approval.
Please adequately address the following comments for final approval:
A) Site plans (SDP201100040)
1) Previous engineering comments appear adequately addressed.
B) Stormwater Management and Mitigation Plan (WP0201100040)
1) Stormwater plan appears to meet the County Design Standards minimum requirements for
approval.
C) Erosion Control Plan (WP0201100040)
1) Please include an E &SC narrative per VESCH describing the scope of work to be performed.
2) Please change "temporary stone construction entrance" detail to the "Temporary paved
construction entrance" detail found in the "Albemarle County design standards manual'.
3) Please change the drop -inlet protection detail to one with over -flow capacity.
4) For grass stabilization on constructed slopes, the maximum steepness is 3:1. Slopes steeper than
3:1 must be permanently stabilized with landscaping vegetation hardier than grass, which will not
require mowing. Please show and state this on the plans.
Once these comments have been addressed, please submit 2 copies of the revised plans, calculations, and
narratives to Current Development Engineering.

unobstructed overhang of at least 2'. These reduced parking spaces cannot be adjacent to a sidewalk.
Please revise the plan to show one of the following options: 18' parking spaces, a 2' planting strip between
the back of curb and the sidewalk, or an 8' wide sidewalk in the areas (western and northern parking areas)
where the plan shows sidewalks adjacent to 16' parking spaces.
6. [4.12.16(e)] Add parking bumper blocks in the 20 parking spaces adjacent to the new sidewalk in
northeasterly parking area.
7. [32.5.6(e) and 32.7.9.4 (b)] Differentiate between the existing and proposed tree lines more clearly.
Provide the acreage or square footage of existing trees that will remain. The landscape plan should indicate
the trees to be saved; limits of clearing; location and type of protective fencing; grade changes requiring tree
wells or walls; and trenching or tunneling proposed beyond the limits of clearing. In addition, please sign a
conservation checklist to insure that the specified trees will be protected during construction and include it
on the plans. This checklist, which conforms to specifications contained in the Virginia Erosion and
Sediment Control Handbook, pages III -393 through III -413 is available on the County website.
8. [32.5.6(i) and 32.5.6(m)] Show and label the access easement, pavement width, and distance to the
centerline of the nearest existing street intersection.
9. [32.5.60) and 32.5.6(1)] Provide the location and size of all existing and proposed utility and drainage
facilities and /or easements.
10. [32.5.6(n)] Provide dimensions of all existing and proposed improvements including: buildings; walkways;
fences; walls; and trash containers; outdoor lighting; landscaped areas; parking lots and other paved areas;
loading and service areas together with the proposed paving material types for all walks, parking lots, and
driveways; and signs.
11. [32.7.9.8(c)3] Add screening as described in section 32.7.9.8.a for both the loading area and the dumpster.
12. [Comment] Correct the spelling of `Holly' in the Plant List
13. [32.6.60)] It appears the lighting plan has at least three additional light poles proposed. Please submit a
lighting plan that conforms to 4.17 that includes all proposed lighting fixtures.
14. Please combine General Notes #10 and #14 and replace with this standard lighting note on your plan: `Each
outdoor luminaire equipped with a lamp that emits 3, 000 or more initial lumens shall be a full cutoff luminaire
and shall be arranged or shielded to reflect light away from adjoining residential districts and away for
adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural
areas zoning districts shall not exceed one -half footcandle'.

Review and do not appear to meet Albemarle County minimum checklist items for approval.
Please adequately address the following comments for final approval:

1. Please show the location of the sanitary sewer force main and manhole structures on the

2. Please show a profile for pipe structure #18 - #19.
3. Several areas of the travel ways appear to exceed the 10% allowable slope. Please reduce

4. A portion of the parking area appears to exceed the 5% allowable slope. Please reduce the
