Subject: SDP 2011— 00049 Timberwood Commons: Site Development Plan - Final
The County of Albemarle Division of Current Development Planner will recommend approval of the plan
referenced above once the following comments have been satisfactorily addressed (The following comments
are those that have been identified at this time. Additional comments or conditions may be added or eliminated
based on further review.): [Each comment is preceded by the applicable reference, which is to the
Subdivision /Zoning Ordinances unless otherwise specified.]
[Comment] For record keeping purposes, please remove any reference to `Site Plan Amendment' from this
application. This should include removing the parcel number, owner, zoning, and any other reference to
parcels other than the one for which this Final Site Plan application is submitted. Modifications to the
adjacent parcels should be submitted as separate applications for either a Letter of Revision or a Minor Site
Plan Amendment.
Rev 1: Comment addressed; please also add a note in the area of TMP 32 -41A & TMP 32-41R on the
Site Plan sheet that reads, `Changes shown on TMP 32 -41A & 32 -41R are not a part of, and are not
approved with, this site plan.'
2. [32.5.6(a)] Please add the following: `Entrance Corridor overlay' to the zoning classifications; descriptions
of all waivers (both front setback and critical slopes); and zoning proffers with ZMA reference to the Cover
Sheet (also, no ZMA approval was attached as indicated on the Cover Sheet). Graphically show the
minimum setback lines and yard requirements on the Site Plan. Verify that side and rear setbacks listed on
the Cover Sheet are correct; commercial side and rear setbacks are usually 0', unless the setbacks
presented are associated with the previously approved ZMA.
Rev 1: Comment not fully addressed. Provide a description of all applicable waivers on the cover
sheet. If setback standards were waived, include all pertinent information. Scan proffers and add to
plan set. Show setback lines on the site plan, not just the existing conditions sheet.
3. [32.5.6(b)] Under `Proposed Use', note the uses allowed in PD -SC that were restricted by the proffers of
ZMA 2007 -002. Provide the maximum number of employees, and correct the parking schedule both in
regards to the building square footage (see following comment) as well as the number of spaces provided
(parking schedule says 50, but the landscape plan says 49). Also, correct the CVS portion of the parking
schedule to say `refer to Letter of Revision #xxx', instead of `no change'.
Rev 1: Comment not fully addressed. Scan the proffers and add to the plan set. Under `proposed
use' refer to the (included) proffers which should clearly indicate which uses are restricted.
4. [32.5.6(b)] Provide the maximum square footage of the building. The square footage of the building is
shown on the parking schedule as 21,847 SF, but the numbers presented on the Site Plan add up to 22,017
SF. The square footage should correspond to what was approved with ZMA 2007 -002. Please also show
how the GLA has been reduced 600SF from the previously approved plan.
Rev 1: Comment addressed. GLA will be limited to 18,400 SF.
5. [4.12.16] Portions of the parking lot may not conform to County requirements. Please refer to Engineering
comments for further information.
Rev 1: Comment not addressed. Refer to engineering comments.
6. [4.12.16(c)6] In areas where the parking space length has been reduced to 16', there must be an
unobstructed overhang of at least 2'. These reduced parking spaces cannot be adjacent to a sidewalk.
Please refer to Engineering comments for direction on correcting this layout. There does not appear to be
enough clearance between the curb and the trees along the back of the upper parking lot to allow for the 2'
unobstructed overhang. Please revise the tree locations.
Rev 1: Comment not fully addressed. The revised tree locations are problematic in two ways; the
tree trunks will extend into the 2' overhang, and they are not located entirely on the subject parcel.
The trees should be entirely on one parcel or the other and should be placed so that once grown
they will not extend into the unobstructed overhang.
7. [4.12.19(b)] It appears that the dumpster pad in the upper parking lot is not 10'x18' as noted. Please revise
the plan to show a 10'x18' concrete pad.
Rev 1: Comment not addressed; the dumpster pad cannot extend into the travelway.
8. [32.5.6(d)] Show areas where existing slopes are twenty -five (25) percent or greater. Reference any
applicable critical slopes waiver and provide the associated documentation.
Rev 1: Comment not fully addressed; there is no record of a critical slopes waiver request. This
plan cannot be approved without an approved critical slopes waiver.
9. [32.5.6(i) and 32.5.6(m)] Show and label the centerline radii, pavement width, and distance to the
centerline of the nearest existing street intersection for the existing street and ingress /egress to the project.
Rev 1: Comment not addressed.
10. [32.5.6(n)] Provide dimensions of all existing and proposed improvements including: buildings (clarify
maximum footprint); walkways; fences; walls (length and tw /bw); parking lots and other paved areas.
Rev 1: Comment not fully addressed; provide the dimensions of all walkways, and walls (including
tw /bw information).
11. [32.5.6(n)] The parallel parking spaces provided along Timberwood Blvd. are labeled as 7'x20': is it unclear
if this is simply a typo, but parallel spaces are required to be a minimum of 9' wide. Please also clarify if
there is a retaining wall at the back end of the loading space in the upper parking lot. There appears to be
wall, but it isn't labeled and no dimensions are given.
Rev 1: Comment not fully addressed. Provide the dimensions and tw /bw information for the
retaining wall at the back end of the loading space.
12. [32.7.9.5(b)] It possible, please increase the size of the planting area within the sidewalk at the western end
of the upper parking lot (near the back of the south building) to allow the tree more area for water infiltration.
Also, note the groundcover for all non -paved areas on the landscape plan.
Rev 1: Comment addressed.
13. [32.7.9.7(b)] Provide the square footage of paved parking and vehicular circulation area on the landscape
plan to support the interior landscaping calculation. Clarify the number of parking spaces provided in the
landscape notes; the landscape plan says 49, while the parking schedule says 50.

14. [32.7.9.9 and General Comment] The Planting Schedule lists 22 Ilex crenata 'Soft Touch', but there only
appear to be 20 on the plan. Please correct the number as well as the corresponding tree cover calculation.
Five (5) Prunus laurocerasus 'schipkaensis' and one (1) Ulmus parvifolia `Allee' are not labeled on the plan.
Please provide these labels.

15. [Comment] Add the seal of the plan preparer to all sheets in the plan set.

16. [Comment] Provide documentation of all off -site easements, including utility, grading and off -site parking.
Rev 1: Comment not addressed.
17. [Comment] Please remove the 'site sign' from the entrance to the site. A separate sign application should
be submitted for approval of sign location and design. Also, please review the `stop sign' and `sign'
locations; the current placement conflicts with sidewalk flow.
