The ESC amendment for Albemarle Place (WPO- 2011 - 00060), received on 11 August 2011, has been
reviewed. This plan was submitted to address the deficiencies were identified during an inspection of the
property performed by DCR. This amendment adds a temporary slope drain (DCR letter item #4), check
dams (DCR letter item #2), and sediment traps 4, 5, & 6 (DCR letter item #2). While the temporary slope
drain appears to meet state standards and is approvable, there are issues with the applicant's intended
methods of addressing DCR's item 2 regarding the disturbed area draining to just silt fence. The ESC plan
assumes "Day 1" existing grades and all traps are designed with these watersheds. However, within the
first few months of construction operations, existing drainage patterns were disturbed, first, with the
installation of a logging road and, second, with the construction of the bypass drainage pipe. To address
these concerns, sheet C -10 would need to be updated with the drainage areas observed in the field
currently and the sediment trap calculations would need to be updated based on these findings. Also,
check dams are not an appropriate trapping or filtering measure.
It should be noted, though, that last week another ESC amendment was approved, WPO- 2011 - 00078, that
renders this application's sediment trap issue obsolete. That application authorized a slight phasing change
that allows the contractor to install the northern sediment basin almost immediately. If the construction of
this basin is a matter of days or a week away, there appears to be no reason to find resolution over the
sediment trap issue of this application. Therefore, I will pass off these two sheet sets showing the
temporary slope drain in the northwest corner to the county inspector, unless the construction of the
northern sediment basin will be delayed. In this case, the applicant will need to show conditions currently
on site and confirm that sediment traps are sized appropriately and possibly adding a sediment trap in place
of the check dams.
