Dear Mr. MacCall:
This letter serves to satisfy-requirements by Albemarle County for the installation
of a permanent remediation system at the referenced site. I have enclosed a map
exhibiting pertinent site features and the location of the proposed remediation system.
Mr. David Fitt and the Virginia Department of Environmental Quality (VDEQ) approved
the remediation system on October 1, 2001. We plan to use positive air displacement in-
well separator pumps in groundwater monitoring wells MW-01 and MW-02. The
separator draws in water and free-phase petroleum product. The inward pull causes water
and product to move toward the skimmer, enhancing recovery and initiating a cone of
depression. Specific gravity is utilized to separate free-phase petroleum product and
recovered groundwater. A compressor then sends compressed air to the separator which
forces water out. As the water is forced out, the check ball at the bottom of the separator
becomes immersed in the remaining free product. The check ball then sinks and seats,
forcing the free product into the discharge line and to the surface. A controller then shuts
off air to the separator to allow the pump to begin the next refill cycle. The proposed
separators can discharge up to 100 milliliter (mL) per cycle and/or up to 50 gallons of
free-phase petroleum product per day, depending on specific site conditions. Both the
free product discharge line and the air supply line will be encased in PVC pipe which will
be run from the recovery vaults to the tank and compressor in a recovery trench. In
addition, we will utilize a 2,000-gallon free product recovery tank on-site. The tank will
allow maximum free product recovery with limited maintenance necessary. The tank
will be equipped with an explosion-proof sensor that will shut off the system to prevent
tank overfill. According to our conversation with Albemarle County personnel, a fence is
required around the equipment (compressor, and 2,000 gallon recovery tank equipped

with automatic shutoff), which will be placed on a 10-foot by 14-foot concrete pad.
Location of the concrete pad is included on the approved site plan. The fence section and
posts will be pre-fabricated, wooden, and approximately 8 feet high. The solid privacy
fence will encompass the entire concrete pad. If you have any questions, or if any
