I have a number of comments which I believe should be resolved before your proposal goes to public hearing. I would be glad to meet with you to discuss these issues. Your report did not contain any information regarding the floodplain. The advertisement of this application cites a number of ordinance sections; Doyles River bridge crossing for a driveway, with fill for abutments, under sections 30.3.03.2, 30.3.05.2.1, 30.3.05.2.2, and 30.5.5.2d6 of the zoning ordinance. Section 30.3.03.2 states, "The purpose of such permit shall be to determine the effects of the proposed construction or development on the flood carrying capacity of the water course. No development permit shall be issued for any use, structure, activity, fill, new construction, substantial improvements or other development which in the opinion of the county engineer would result in any increase in flood levels during the occurrence of a one hundred year flood discharge." Please provide a map /plan of the existing and expected flood limits, and the existing and proposed flood elevations to address section 30.3.03.2. Section 30.3.05.2.1 and 30.3.05.2.2 states that bridges are allowed by special use permit in the floodway and floodway fringe. It would be helpful in your analysis if you could define the theoretical limits of the floodway and floodway fringe, and how it may or may not be affected. Section 30.5.5.2d6 states in part that the board shall find that, "no alternative means of access to such dwellings is physically practicable ", and, "such bridge or other structure is so designed as to pose the minimum practical disruption of the environment of the stream consistent with the other provisions hereof ". Please addres this section in your proposal for abutments, wingwalls, rip -rap, or other means of fill, support and scour protection. Page I of 2 Revised 4 -8 -11 eke Fees — MAKE CHECKS OUT TO COUNTY OF ALBEMARLE; PAY AT COMMUNITY DEVELOPMENT FRONT DESK Recently, the Board of Supervisors amended the zoning ordinance to require that applicants pay for the notification costs for public hearings. Prior to scheduling a public hearing with the Planning Commission, payment of the following fees is needed: $ 202.70 Cost for newspaper advertisement 207.05 Cost for notification of adjoining owners (minimum $200 + actual postage /$1 per owner after 50 adjoining owners) $ 409.75 Total amount due prior to Planning Commission public hearing Prior to the Board of Supervisor's public hearing, payment of the newspaper advertisement for the Board hearing needed. $__202.70 Additional amount due prior to Board of Supervisors public hearing $ 612.45 Total amount for all notifications Notification of adjoining owners and an associated fee are not needed unless a deferral takes place and adjoining owners need to be notified of a new date. Fees may be paid in advance and a payment for both the Planning Commission and Board of Supervisors public hearings may be paid at the same time. Resubmittal If you choose to resubmit, please use the attached form. There is no fee for the first resubmittal. The resubmittal date schedule is provided for your convenience.
