Subject: Health Department Approval
On August 31, 2011, I spoke with Josh Kirtley, Senior Environmental Specialist with the Thomas
Jefferson Health District. The topic of the conversation was a letter from him to Jeffries 11, LLC dated
July 7, 2011. The letter stated that the application to construct an alternative sewage disposal system to
"serve a residence" was approved. I spoke with Mr. Kirtley and verified that this letter is a standard
document. No document exists for commercial developments and modifications to the letter are not
permitted. I clarified with Mr. Kirtley that the approval is in fact for the proposed commercial
development of the site. Based on the letter from Mr. Kirtley and my conversation with him the
requirement for Health Department approval has been satisfied.
