Minor Site Plan Amendment Review (SDP- 2011 - 00056) 1. The minor site plan amendment should not be approved until the Water Protection Ordinance plan for this project has been approved. This plan is currently under review (please see comments below). 2. VDOT approval must be received before this plan can be approved. VDOT approval will constitute consent for the proposed disturbance on the parcels owned by VDOT. B. Stormwater Management Plan Review (WPO- 2011 - 00067) 1. Please label the bioretention soil media as "State- Approved Bioretention Mix ". 2. To receive a bond amount, please provide a completed Bond Estimate Request Form to the County engineer once all technical comments have been addressed. Please note that all property owners where easements have not been provided (except for VDOT) will need to sign the bond request form and be party to the bond. C. Erosion & Sediment Control Plan Review (WPO- 2011 - 00067) 1. Please clearly draw a limits of construction line on the plan. It's difficult to see how much land will be disturbed with this plan. Please provide the acreage of disturbance (for both sites) as well. 2. Disturbance is shown on several properties not owned by VDOT. Please provide proof of recordation of the necessary permanent and temporary easements on all properties not owned by the RWSA or VDOT. 3. The silt fence south of the water line from Sta. 6 +50 to Sta. 10 +50 will not provide any protection because it is uphill from the line construction (except for perhaps the installation of the fire hydrant). The runoff from this disturbance will fall into the roadside ditch and flow to the east. Please provide culvert inlet protection (silt fence) at the driveway culvert and silt fence in the ditch, perpendicular to the flow, downstream of the driveway culvert to protect this portion of the water line construction. 4. Please include references to the property on Barracks Road in the ESC narrative. 5. The work proposed in this plan to stabilize a storm drain outlet is not sufficient. First of all, it is not included in the ESC plan. The limits of disturbance line must include this construction and access to this area. These new disturbed areas needed to be appropriately protected from Erosion. More importantly, the erosion issue that is clearly evident on site will not be corrected by reinstalling the same outlet protection measure (on top of erodible fill material). The erosion problem appears to exist for 180ft from the outlet. An adequate channel from the outlet needs to be designed if this erosion problem is to be corrected.
