The architectural design requires ARB approval. That ARB review is scheduled for October 3, 2011. Regarding the Special Use Permit for outdoor sales /storage /display: I have reviewed the site section and rooftop parking issue with Fred Missel, ARB chairperson. Based on the drawing entitled "Line of Site Study' dated 8 -12 -11 and received on 9 -7 -11, it has been determined that the rooftop parking will not be visible from the Route 29 Entrance Corridor. Consequently, a Special Use Permit four outdoor storage /display will not be required. Please be cautioned, however, that the determination is based on the parapet condition as illustrated in the referenced drawing. If the parapet condition changes to address ARB comments on the proposed architectural design, the issue could need to be revisited. ARB review of the architectural design is scheduled for October 3, 2011. ALBEMARLE COUNTY COMMUNITY DEVELOPMENT — Information from Service Providers To be filled out by ACSA for ZMA's and SP's 1. Whirley COMMISSIONER OF HIGHWAYS September 16, 2011 Mr. Bill Fritz Dept. of Planning & Community Development 401 McIntire Road Charlottesville, VA 22902 RE: Special Use Permits and Rezoning Submittals Dear Mr. Fritz: Below are VDOT's comments for the August 2011 Rezoning and Special Use Permit applications: SP- 2011 -00017 Bright Beginnings (Megan Yaniglos) 1. The increase in traffic for this expansion according to ITE code is 238 vehicles per day with 37 occurring in the peak hour. This increase will likely meet the threshold for a taper lane on Worth Crossing according to the analysis conducted with the Estes Park Traffic Study. 2. Entrances will need to be designed in accordance with the minimum VDOT standards. The scale of the attached drawing appears to be incorrect so it is difficult to determine the dimensions for the entrances to the proposed state maintained road. The road will be classified as an urban local and the entrances will need to meet the requirements of the VDOT Road Design Manual, Appendix F. The entrances will need to have adequate spacing, setbacks, radii, width and appropriate throat lengths. SP- 2011 -00018 Colonial Nissan - Parking Deck (Megan Yaniglos) 1. The existing site connects to a private road, Myers Dr, which connects to Route 29 south. The existing and proposed uses generate enough traffic to warrant a right turn lane from Route 29 to Myers Dr. and the entrance should be upgraded with the site plan.
