The Site Review Committee has reviewed the development proposal referenced above. Preliminary
comments for the following divisions of the Department of Community Development and other agencies,
as applicable, are attached:

Comments reflect information available at the time the development proposal was reviewed, and should
not be considered final. However, the Site Review Committee has attempted to identify all issues that
could affect approval of the proposed project.
Please make the revisions that have been identified as necessary for preliminary approval by the Site
Review Committee. If you choose not to make the requested revisions, please submit in writing
justification for not incorporating such revisions. Submit eight (8) full size copies and one (1) 11" x 17"
copy to the Department of Community Development including responses to each of the attached
comments of the Site Review Committee by October 17th, 2011. Failure to submit this information by
this date will result in suspension of the review schedule. Review will resume when revisions are
submitted.

Subject: SDP201100060 Colonial Nissan- Major Site Plan Amendment
The Planner for the Zoning & Current Development Division of the Albemarle County
Department Community Development will recommend approve the plan referred to above when
the following items have been satisfactorily addressed. (The following comments are those that
have been identified at this time. Additional comments or conditions may be added or eliminated
based on further review.) [Each comment is preceded by the applicable reference to the
Albemarle County Code.]
1. [32.7.9.7 (b)] The proposed crape myrtles are not acceptable for parking lot landscaping.
Revise to include a tree from the recommended plant list that is either a medium or large
shade tree.
2. [32.6.6 (j)] Is lighting proposed? If so, a lighting plan that meets the requirements of
Section 4.17 is required.
3. [4.2] A critical slopes waiver, request is .required. Submit the request so that it can be
confirmed that the critical slopes being disturbed are man -made. Reference the site plan
that created the critical slopes.
4. [32.7.2A] Submit information to meet this section. Including architectural plans of the
proposed parking structure that shows the spaces and circulation.
In addition to all other requirements, each parking structure shall be subject to the
following:
a. The developer shall submit architectural elevations with both the preliminary
and final site plans. The elevations shall be part of the approved final site plan.
b. The developer shall submit drawings, photographs or other visual materials
showing the proposed parking structure and surrounding structures (if any exist)
and land uses.
c. Mechanical equipment or other utility hardware on the roof, ground, or
building shall be screened from public view to the reasonable satisfaction of the
Director of Planning and Community Development with materials harmonious
with the building or they shall be located so as not to be visible from public view.
d. Air handlers shall be located so that emissions are directed away from any
adjoining residential development.
e. The structure shall be designed so that the light from all vehicle headlights and
all lighting fixtures will not routinely shine directly outside the structure.
5, [4.12.15; 4.12.16; 4.12.17] Review the noted sections and submit any requests for
modifications of these sections for the parking structure.

The site development plans submitted 16 September 2011 have received Engineering
Review and do not appear to meet Albemarle County minimum checklist items for
approval. Please adequately address the following comments for final approval:
Colonial Nissan
Major site plan- (SDP201100060)
1) The proposed travel way slope is steeper than allowed by the County Ordinance. Travel
ways not adjacent to parking are not to exceed 10% slope in any direction. [18- 4.12.17.a]
2) Proposed parking lot grade changes are in excess of the allowed 5% slope. [18- 4.12.15.c]
Nissan Building Expansion Plan
A) Stormwater Management and Mitigation Plan (WP0201100074)
1) Plan appears to contain SWM information, but no fee has been processed for the review,
if this is in error on the County's behalf, please submit a copy of the "Receipt of fee
submittal" so the information can be corrected in the County database. Otherwise, please
submit an application and fee for SWM review. A SWM agreement will be required
prior to final approval.
2) Two very different Filterra details are shown on the plan sheet, one with a 3'6" depth to
outlet and one with a 1'2" depth to outlet. Existing conditions for Curb inlet ( ?) and pipe
system will be provided for review.
B) Erosion Control Plan (WP0201100074)
1) Proposed disturbed area does not appear to have adequate E &SC protection. The inlet
protection as shown requires the existing parking areas to be utilized as detention for
sediment laden storm flows. The inlet protection detail does not have overflow
protection that will result in further erosion and damage to the existing parking surface.
This office recommends showing adequate perimeter controls for the disturbed area.
Please refer to the VESCH for perimeter control structures that will meet the minimum
requirements to protect the rest of the site.

2) Please designate an area (minimum 12'x70' for one way traffic) of the existing paved
surface as the Temporary Paved Construction Entrance.
3) The construction sequence on sheet C -9 states a 48 -hour notice to arrange a pre -
construction meeting. This statement is in conflict with ES -2 of the VESCH and the first
note on sheet C -10 of the general construction notes. This office cannot guarantee a
meeting can be arraigned within 48 hours.
4) Construction narrative "Maintenance" note `B" will be corrected to match the plan sheet.
No "gravel outlet protections" are shown on the plan sheet.
5) Please show "Limits of Disturbance" to include all areas involved with site development.
Once these comments have been addressed, please submit 2 copies of the revised plans,
calculations, and narratives to Current Development Engineering along with the required review
fee and transmittal form.

1. The existing site connects to a private road, Myers Dr, which connects to Route 29 south.
The existing and proposed uses generate enough traffic to warrant a right turn lane from
Route 29 to Myers Dr. and the entrance should be upgraded with the site plan. The same
comment was provided for the recent September SP applications.
