(This is an event planned for the same weekend as the Misty Mountain Music festival but is not affiliated with that festival.) It is proposed for Downtown Crozet (Blue Goose - Mountainside - Crozet Methodist block) along with a number of satellite venues. Parking is also proposed at satellite locations, most of which are County Schools, except as indicated in the list that below. The clearance application is attached for your review /approval and the venue information that I have to -date is below. I have already requested additional information from the applicant for zoning review and will forward that as soon as I receive it. The applicant, Biff Rossberg, can be reached at 882 -2476 or at crozetmusicfestival @gmail.com if you have questions or need additional information directly from him. I have given most of you a call in advance so that we can all coordinate as this is different format (various sites, etc.) than the other festivals we have seen in Crozet. This event is planned for Sept. 30 -Oct. 2 (already advertised —also below). Following this e-mail, you will receive a separate tentative meeting request for Monday so that we can go over any outstanding issues. I had hoped to set this coordination meeting up for this week, it seems everyone is not available at the same time though. What kind of security will be on site? + Does the organizer have a valid ABC permit for the festival? • Has accommodations have been made for taxi service? • What times will the venues be open? • How will incidents of noise complaints be mitigated? • The schools usually charge for the use of the property in the cases of for profit events. Do they have written permission for this event? • Are the schools aware that intoxicated patrons will be shuttled to and from a public school? List of Action items for event organizer and deadlines MEETING SUMMARY There are a number of outstanding issues and information needed from the event organizer for the proposed Crozet Music Festival. Based on these outstanding issues and the time needed for each of the individual agencies to review and approve applicable permits, the event organizer was strongly encouraged to postpone the event to a later date. ALL AGENCIES NEED: • Venue locations, proposed set -up /plans for layout, and other details have not been provided by the event organizer or information that was previously provided has now changed. • It is the responsibility of the event organizer to provide this information. Zoning can provide the applicant a template and examples to use to assist in providing this information, including examples of site layout plans. ZONING • We still need a sketch for each site that shows how it will be used. It should show existing bldgs, proposed improvements (like bleachers, stages, vendor area), entrance from the road. We are interested in seeing how emergency access, regular vehicular access and pedestrian access will be provided. Need to consider, that while shuttle parking is provided, some people may try to drive to a venue and parking / access need to be accommodated. If a site directly on Rt. 250 such as R -Stor N Station, need to approve how people may access along Rt.250, including walking from WAHS. Farm wineries are the only venues on the list provided to -date from the applicant that can permit these events. They must be less than 200 attendees at one time and must comply with all applicable zoning regulations and other agencies. Police, Fire Rescue, Schools (if using school parking), Health Department, and VDOT (if needed) approvals are required prior to Zoning Approval for the other venues. The noise ordinance applies and sound levels are measured at the property line. We and Police will expect to be able to call if there's a noise complaint and have someone in charge adjust the volume. POLICE • Concrete times for events are needed • If there is alcohol served, security must be provided • DCJS approved security agents must provide security • School sites must have an officer present if parking is proposed at school sites. Officers must be contracted through Police and Sergeant Hackney is the point of contact. Fees are $40 per officer /per hour 2 -hour minimum and need to have contract. For an event this Friday, at the latest - this must be done by Wednesday. This should be organized further in advance because it affects Officers' scheduled days off. • Each venue site must have a supervisor /person responsible if any problems arise at that venue. • It is against the law to be on school grounds intoxicated. ACPD enforces this. • Noise complaints would be handled by each site manager. If there are violations found then the site manager gets summons and is the responsible party. • Police work with VDOT if there are impacts to highways. Only those certified can direct traffic. This is the applicant's responsibility to arrange traffic control if needed. • Inside venues must have a person responsible for controlling the number of occupants and must know the number of occupants at all times and that it does not exceed the occupancy set by the Fire Marshal at all times. If there are violations, summons would be issued to the responsible party. ACFR Ingress /egress is the Fire Marshal's primary concern and this must be shown on a site plan for each venue 20' Separation between tents is required. Tents less than 900 square feet in size do not require a permit. If there are over 1000 people at any location, one crowd control manager for every 250 people must be provided per a new Code requirement. ABC • A minimum of 10 -day review period with a complete submittal to ABC, contingent on locality approvals. • No license, can't allow people to drink, which includes bringing their own alcohol. • Charges can be brought for each individual offense against the event organizer. • Event staff are responsible for not allowing alcohol BUILDING OFFICIAL • No approvals are necessary if you are not constructing buildings or tents over 900 square feet in size � d • Stages would come in on tractor trailers so if the applicant is not building anything, than no Building Official approval is needed. SCHOOLS • An application and approval from schools is needed for use of their parking lots for shuttle lots to other music venue sites. • A week to 10 days is needed for the application to be reviewed /approved. • Absolutely no alcohol, intoxicated people or tobacco on school grounds. • Police officer required at each site. This is the applicant's responsibility to coordinate with Police. • Parks and Rec should be notified. Exterior /outside property of elementary schools is managed and maintained by Parks /Rec. Tim Hughes should be contact on this • The event organizer is not charging for parking • Hours of use need to be specified. - -- nothing in policy about lots being closed. State code can't be at schools after dark unless a school function or approved by school. VDOT • None necessary based on information to -date. • Jarman's Gap Rd would pose issues for a Downtown site • Concern with residential streets and on- street parking, if get lined with parking, concern about emergency vehicle access. • Traffic control at signalized intersections • Lighted traffic control signs —the applicant had questions about requesting these signs which can be done by calling the Charlottesville residency or 800 -367- ROADS, warning signs can be posted but can't change speed limit. • Re- store'n station site on Route 250 could be problematic HEALTH DEPARTMENT Deadline for the Health Department was Friday, September, 23. Can't sell food without permits from Health Department.
