(hwhite @wwassociates.net) From: Ellie Ray, CLA, Senior Planner Division: Zoning and Current Development Date: October 10, 2011 Subject: SDP 2011— 00064 Senior Center — Belvedere Block 1 - Prelim Fax 434 - 972 -4126 The County of Albemarle Division of Current Development Planner will recommend approval of the plan referenced above once the following comments have been satisfactorily addressed (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision /Zoning Ordinances unless otherwise specified.] 1. [Comment] A variation request is required for both the layout of the site and the on- street parking as both design elements differ from the approved development plan. Please refer to the July 25, 2011 letter from Amelia McCulley to Larry McElwain for more information. 2. [Comment] The proposed changes to the road plans for Belvedere Boulevard will also require modifications to the approved plans. Please contact engineering for additional information, if necessary. 3. [Comment] Please indicate more clearly the location of the parcel boundary lines along Belvedere Blvd. and provide the associated boundary line information. 4. [32.5.6(a)] Add a description of all variations and waivers, either approved or currently under review, on the cover sheet. 5. [32.5.6(a)] The date provided on the cover sheet is in the future; please correct. 6. [32.5.6(a)] The proposed layout does not adhere to the front build to line established in the Code of Development (see Table 10, page 36); a variation will need to be requested and approved before this plan can be approved. 7. [32.5.6(b)] The cover sheet indicates that 17,800SF of recreational uses is provided on the plan; clearly show these areas with labels. 8. [32.5.6(b)] The cover sheet indicates that 2.76 acres of open space are provided, however it appears that very little, if any, open space is provided on the subject parcel. The open space appears to be provided in adjacent parcel(s). It is unclear from the information provided if the open space provided meets the `Green Space', `Conservation Area' and `Preservation Area' requirements outlined in the Belvedere Code of Development (pages 9 -14). Please provide adequate information to demonstrate that these requirements are being satisfied (see Table 4 in the Code of Development) as requested in the attached memo. 9. [32.5.6(b)] Currently the cover sheet indicates '60,000 SF is the ultimate buildout' under the parking tabulation information, but a rough calculation of the areas of each building (proposed and future) indicates a number approximately 5,000 SF higher, not including the mezzanine (which must be included in the square footage calculation). Please clarify the maximum square footage for commercial uses and provide a note stating this information. 10. [32.5.6(b)] Please provide the maximum amount of paved parking and vehicular circulation areas on both the cover sheet and the landscape plan. 11. [4.12.13] Add and dimension a loading space. 12. [32.5.6(c)] Indicate the proposed timing of development of future phases. 13. [32.5.6(d)] The plan indicates impacts to critical slopes. If a waiver has been obtained, please provide documentation and list on the cover sheet. Otherwise, a critical slopes waiver needs to be requested and approval will have to be granted before this plan can be approved. 14. [32.5.6(i)] Please clearly show the right -of -way lines for Belvedere Boulevard. 15. [32.5.6(n)] Provide the dimensions of: all buildings (dimensions, square footage and maximum footprint) and other structures, walkways, walls, dumpster area, all internal travelways, and all segments of parking spaces (it isn't always clear which are 10' and which are 9' wide). Provide the location and dimensions of: a loading space, landscaped areas, open space, and recreational areas. Please also indicate handrail for any retaining wall over 4' high. 16. [32.5.6(n)] Clarify the 'lawn with trees' area indicated extending out from the covered entry; it appears to have concrete ramps into a lawn area. Also, how will it be different from the surrounding area in the parking island? 17. [32.5.6(0)] Show all areas intended to be dedicated or reserved for public use. 18. [32.5.6(p)] Provide a landscape plan in conformance with section 32.7.9 as well as the Belvedere Code of Development, along with the associated calculations and notes demonstrating that the requirements are being satisfied. Due to the requirements listed in the Code of Development and the design features along Belvedere Boulevard discussed in association with the layout variation, a landscape plan is required at the Preliminary Plan stage. 19. [32.5.6(p) & Code of Development] Please provide information that demonstrates the requirements of Park `A', Block 1 Green Space, and Block 2 Open Space are being, or have been, satisfied (Belvedere Code of Development pages 9 & 10) as requested in the attached memo. These items include supplemental planting and a section of greenway trail in Park 'A', a landscape buffer in Block 1 Green Space, and a pedestrian connection between Blocks 1 and 2 in the Block 2 Open Space. Be sure to also provide whatever information is necessary to demonstrate the features along Belvedere Boulevard as associated with the variation request for the site layout. 20. [32.5.6(p) & Code of Development] Provide a letter from the Belvedere Architectural Standards Committee that indicates their review and approval of the landscape plan. 21. [32.5.6(e) and 32.7.9.4(c)] Show all existing landscape features as described in section 32.7.9.4(c), including existing tree lines and small groups of trees. Please also provide proposed tree lines as part of the landscape plan.
