(nflsjl6 @gmail.com) From: Ellie Ray, CLA, Senior Planner Division: Zoning and Current Development Date: September 30, 2011 Subject: SDP 2011— 00062 Earlysville Service Center: Site Development Plan - Final The County of Albemarle Division of Current Development Planner will recommend approval of the plan referenced above once the following comments have been satisfactorily addressed (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision /Zoning Ordinances unless otherwise specified.] 1. [32.5.6(i)] It appears that boundary segments B -C and H -J along Route 743 are curves. If so, please provide the corresponding centerline radii. 2. [32.5.6(k)] Health Department Director approval is required for proposed drainfield and reserve prior to final site plan approval. As previously discussed, please provide VDH approval documentation. 3. [32.5.6(m)] Provide the distance to the centerline of the nearest existing intersection from the proposed entrance to the site. 4. [32.5.6(n)] Dimension the entrance travelway and all internal travelways. Clarify where the edge of pavement will be on the side of the building that faces Route 743. 5. [32.6.1] A final site plan together with amendments thereto shall be prepared and sealed, signed and dated by an architect, professional engineer, land surveyor of certified landscape architect. 6. [32.6.6(f)] Replace the signature line on the cover sheet with the provided signature panel. 7. [32.6.6(g)] The parking information provided states that 32 spaces are proposed for the service bays and 12 spaces are proposed for employees, totaling 44 spaces. However, the total number proposed is indicated at 46. Please revise the parking information so that all proposed numbers are consistent. 8. [32.7.9.4(b) and SP conditions #1,3] Landscape Plan and Conservation Plan: Existing trees or wooded areas may be preserved in lieu of planting new materials in order to satisfy landscaping and screening requirements, subject to the agent's approval. In such case, the landscape plan shall indicate the trees to be saved; limits of clearing; location and type of protective fencing; grade changes requiring tree wells or walls; and trenching or tunneling proposed beyond the limits of clearing. In addition, the applicant shall sign a conservation checklist approved by the agent to insure that the specified trees will be protected during construction. Except as otherwise expressly approved by the agent in a particular case, such checklist shall conform to specifications contained in the Virginia Erosion and Sediment Control Handbook, pages III -393 through III -413, and as hereafter amended. A copy of the checklist is provided; please complete and include a copy on the landscape plan sheet. Also provide a note on the landscape plan stating that no clearing will occur within the 20' undisturbed buffer. 9. [SP conditions #1,3] To ensure conditions of the Special Use Permit, please include the following two notes on the landscape plan; 1) Tree protection fencing shall be installed, and the limits of clearing shall be clearly delineated in the field, prior to any clearing on the site, and 2) Before any Certificate of Occupancy will be issued the zoning administrator or their representative will determine if Condition #3 has been satisfied. 10. [32.7.9.5] Evergreen trees for screening are required to be planted at 4 -5' in height not 18 -30" as indicated; please revise. Also, select an evergreen species from the County's approved screening plant list to use if no suitable on -site plant material is available. Elaegnus is not on the approved list as it is widely considered to be an invasive species. 11. [Comment] The Planting Schedule lists 10 Ilex crenata `Green Luster', but there appear to be 13 symbols on the plan; please clarify. 12. [Comment] Following up on our phone conversation, no record of a water study could be found. 13. [4.17.4] The lighting plan submitted does not meet County standards for review. Please revise and /or submit the following: 1. A photometric plan that includes all proposed fixtures and presents light levels using the calculation grid method; 2. Supply manufacturer's cut sheets on all light fixtures for determination of lumen level. Also provide a luminaire schedule that clearly presents the catalog number indicating fixture options selected, a description including any variation in arrangement or distribution of the fixture, and the lumen level using a maintenance factor (or light loss factor) of one (1.0). All information presented in the lighting schedule must coordinate with the fixture cutsheets and the photometric plan. Include the fixture cutsheets on the lighting plan. 3. Include the information in SP Condition #12 as a note on the lighting plan: `Each outdoor luminaire shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away for adjacent roads. The spillover of lighting from luminaires shall be limited at the north, west, and south property lines and the east boundary of the area designated to the special use permit to no greater than 0.3 foot candles'.
