The ESC plan for Merrie Meadows Park, received on 21 September 2011, has been reviewed. The ESC
plan can be approved after the following corrections are made:
1. A fee of $150 was provided. For plans that disturb over 1 acre, a fee of $300 is needed per
review. On the next submittal of the plan please provide a check for $450 since the disturbed area
is over 1 acre.
2. The information provided in both pages should be combined into one all inclusive sheet. Please
show existing contours, proposed contours, and ESC measures on one page. The grades relative to
the finish floor is not helpful.
3. There is a considerable amount of fill required in the lower right corner of the property. Any ESC
measure will likely need to be placed on the offsite property. This property owner will need to be
party to the bond unless a temporary construction easement is recorded.
4. The sediment trap is currently located in one of the higher points of the perimeter which is not
satisfactory because it requires the diversions to move water uphill to the trap. Sediment traps
must be located at the low spot. Please see the map accompanying this comment letter. Please
specify the dimensions of the trap at the bottom, the bottom of the stone weir, and at the top of the
stone weir. Please specify the elevation of the bottom of the trap, bottom of the stone weir, crest of
the stone weir, and top of the trap. Please note that 67 cubic yards are needed for both wet and
dry volume per acre drainage area, not cubic feet. The trap will need to be much larger. Please
show the limits of the drainage area for this trap.
5. Silt fence is needed on the left side of the sheet. Please see the map accompanying this comment
letter.
6. Please show all proposed grading including spot elevations at the corners of the field.
7. Please show Permanent Seeding (PS), Mulching (MU), and Dust Control (DC) symbols
throughout the disturbed area.
8. The scale does not seem to be correct.
9. Please provide a county GIS map of the entire property with the limits of disturbance clearly
designated. [VESCH, vicinity map requirement]
10. Please provide a north arrow on either or both maps /drawings. [VESCH]
11. In the ESC narrative, please include the 22 county standard notes for ESC plans found on page 23
and 24 of 35 of the Design Manual.
12. To receive an ESC Bond, please provide a completed Bond Estimate Request Form to the County
Engineer once all comments have been addressed. All property owners will need to sign the
request form and be party to the bond if no easements have been recorded.
