Subject: Glenmore Section K2B Lots 9 -16 Final Before Preliminary Plat (SUB- 2011 - 00083)
The second revision to the final before preliminary plat for Glenmore Section K2B Lots 9 -16 (SUB -2011-
00083), received 31 October 2011, has been reviewed by county engineering. The following comments
must be addressed before final approval of the plat:
1. Please show the existing or proposed utility line and easement for the public waterline serving
these parcels. [14- 302.A.5] The easement alignments will be reviewed after the construction plans
for these utilities (water and sewer) are approved by the county to confirm that they match.
(Rev. 1) The ACSA easements appear to match the latest submittal of the construction plans
though a review of this comment should continue until ACSA has approved the construction set.
This plat cannot be recorded until the plat for Lots 1 -8 is recorded because it relies on the water
and sewer line dedication on that plat.
(Rev. 2) ACSA approval for this plat has been received. The other plat, SUB -2011- 00056, must
be recorded prior to approval of this plat. A subdivision bond for the utility work will need to be
posted before this plat can be recorded. To request a subdivision bond, please complete a Bond
Estimate Request Form and submit it with a $250 fee to Ana Kilmer in the Community
Development Office.
2. Please r ovide the existing topography of the road construction. Private drainage easements may
be needed along the frontage of these lots due to the road cross - section. [14- 302.A.4 and 14-
302.A.12]
(Rev. 1) Comment has not been addressed. The topography shown in the latest submittal matches
the topography shown in the first submittal, which does not match the existing conditions. Please
also note that the permanent ditches required in the construction plan will need drainage
easements through these new lots to the stormwater management facilities.
(Rev. 2) The requirement for showing topography on this plat was necessary to make sure
roadway drainage easements were provided to match the approved road plan. This plat has
added a IOft drainage and access easement across the front of all lots and therefore this
requirement is not as important. At this time, engineering will ignore 14- 302.A.4 and 14-
302.A.12 as a courtesy to the applicant.
3. An erosion and sediment control plan for the disturbance to construct the sewer line (and water
line, if necessary) must be approved and bonded prior to final plat approval. Additionally, since
agreement in lieu of plans will not be relied on for the construction of these 8 lots because of the
proffer requiring the county engineer to track total disturbance on site, I highly recommend that the
applicant include the necessary ESC measures for the lot grading and house construction in the
utility ESC plan to avoid future costs and delay in home construction. [17 -200, 17 -203, 17 -204,
and Proffer 6]
(Rev. 1) An Erosion and Sediment Control Plan is currently under review.
(Rev. 2) Comment remains unchanged. Improvements will need to be bonded before this plat
can be signed.
4. A Stormwater Management Plan for the new impervious area anticipated by this plat must be

approved and bonded prior to final plat approval. It looks as though a facility can be placed
around the 330 contour line. Please provide a completed modified simple spreadsheet for this
facility as well. [14- 302.A.13, 14-305,14-417,17-304,17-312,17-314, and 17 -315]
(Rev. 1) A Stormwater Management Plan is currently under review.
(Rev. 2) Comment remains unchanged. Improvements will need to be bonded before this plat
can be signed.
5. A sanitary sewer manhole appears to have been placed at the outlet of an existing stormwater
management facility. Please accurately show the existing topography where the embankment is
for this stormwater facility and make sure the manhole is not placed in the center of the outlet or
ditch. [14- 302.A.12]
(Rev. 1) Comment has been addressed.
6. (Rev. 2) I recommend placing a private drainage easement on the ditch between lots 12 and 13
to convey water from the roadway to the stormwater facility. This is not a requirement.
