RE: ARB- 2011 -62: Regal Cinema at Stonefield
(Tax Map 61W, Section 3, Parcel 23)
Dear Mr. Haine,
The Albemarle County Architectural Review Board, at its meeting on August 15, 2011, held a work
session on ARB- 2011 -62: Regal Cinema at Stonefield. The ARB had the following comments:
Regarding lighting
1. Levels of illumination reaching 30 fc within the town center may be appropriate if those readings
are limited to "hot spots ". The ARB requested that staff present research on recent parking lot
submittals for comparison.
2. The ARB supports a bronze color for the pole lights along interior streets. If the applicant still
prefers silver, a material /color ample and cut sheet are required for review.
3. Color renderings should be submitted to address the following questions:
• How much illumination beyond the 1 fc egress requirement is appropriate for the EC, as
displayed on the building and surrounding walkways?
• Is the general appearance and level of illumination on and around the building appropriate for
the EC? Provide additional info regarding hot spots at bottom of building.
• Does the character and intensity of the illumination produced by the XD and XE a fixture,
which is greater than that required for egress; have an appropriate appearance for the EC?
• Does the pattern, distribution, intensity, and general character of the YF string lights in the
decorative metal panels have an appropriate appearance for the EC?
4. Provide a material /color sample to assist in answering this question: Considering material, color, and
reflectivity, is the metal shingle cladding an appropriate material for this building in the EC?
5. Ensure that the light fixture schedule clearly identifies the lamp type and wattage, height, and color for
each fixture.
Regarding landscaping
1. A single row of trees along the Regal Cinema is appropriate. No additional trees are required in
this location.
2. Consider an alternative to the Otto Luyken Cherry Laurel.
3. The cinema loading area railing color should be a darker color — grey /brown /black.
4. Revise the size of the honey locust at the northern storm water facility to 31/2' at planting.
5. The white letters on black background is the more appropriate color combination for the
freestanding sign. The proportions of the sign will be reviewed after a revised submittal meeting
ordinance requirements is submitted. (Revise the freestanding sign height to a maximum of 12'.
Provide a 5' setback for the freestanding sign.) Provide a rendering showing the freestanding sign
in the landscape to help determine appropriate proportions.
6. Provide the interim stormwater facility (north side of Sperry) landscape plan as part of the cinema
site plan or the E &S plan. Ensure that all proposed plants are located on -site.
Revised drawings addressing the comments listed above are required. Please include updated ARB revision
dates on each drawing and a memo including detailed responses indicating how each comment has been
addressed. If changes other than those requested have been made, identify those changes in the memo also.
Highlighting the changes in the drawing with "clouding" or by other means will facilitate review.
