Subject: Site Review Meeting Comments October 13, 2011 site review meeting
Dear Mr. Brooks:
Below are VDOT's comments on the Site Plans for the October 13`h, 2011 Site Review Committee Meeting:
SDP - 2011 -00064 Senior Center- Belvedere Block I- preliminary (Ellie Ray)
1. If the 8 foot trail was designed as a shared use path, it should not have transitions that do not meet
the minimum 20 mph of a shared use path and should not be adjacent to the curb without
widening the trail.
2. In locations where the drainage structures are to be relocated to accommodate the parking, the
pipes crossing the road need to be extended and the pipes running along the road need to be
relocated to avoid manhole structures in the pavement.
3. The proposed 7 foot crossing of the entrance is in a location that may create car and pedestrian
conflicts.
4. Pavement widening needs to be in accordance with the VDOT WP -2 standard.
5. Existing UD -4's need to be removed and new UD -4's need to be shown under the curb.
6. Sidewalk should be installed adjacent to the parking on the opposite side of the street from the
site and crosswalks should be installed at the proposed entrances.
SDP - 2011 -00063 Cracker Barrel Old Country Store (Bill Fritz)
1. 5`" Street is classified as an Urban Minor Arterial with a posted speed of 45 mph. The existing
location of the entrance to this site is about 675 feet from the I -64 ramp. The required spacing of
entrances from the I -64 ramp is 990 feet for full access and 2640 feet for a traffic signal according
to the VDOT Access Management Regulations.
2. A traffic analysis is required at this entrance and needs to includ information for right and left
turn lane storage and deceleration lengths, levels of service and a traffic signal warrant in
accordance with Appendix F of the VDOT Road Design Manual, F -50.
3. A Land Use Permit will be required for the proposed work within the road right of way. The
entrance will need to be brought to the current standards as shown in the VDOT Road Design
Manual, appendix F.
4. A spacing exception will need to be requested by the applicant with an AM -2 form which can be
found on the VDOT web site.
5. Sight distances need to be shown in accordance with Appendix F of the VDOT Road Design
Manual.
6. Final plans need to show all entrance dimensions in accordance with Appendix F of the VDOT
Road Design Manual including entrance throat dimension and entrance radii. The existing
entrance to the hotel will need to be located outside of the entrance throat which is 75 feet.
7. The existing pavement section of 5`" Street will need to be constructed to the right of way line.
8. The existing road section does not have curb and gutter and the CG starts behind the right of way.
This plan needs to show the curb and gutter as shown in the diagrams in Appendix F of the Road
Design Manual. Any needed right turn lane extension should show the curbing extended along
the storage section of the lane. At the egress radius for the curb, it needs to have an adequate
offset a taper. Guardrail modifications will also probably need to be shown.
Belvedere Phase II- Preliminary Subdivision Plat (Ellie Ray)
1. The typical section for Belvedere Boulevard needs to show the clear zone.
2. The minimum bike lane width if 4 feet from the gutter pan to the edge of travel lane.
3. The reduction of parking along Road C cannot be evaluated from this plan. Any reduction of
parking needs to show that adequate off street parking is included and approved by VDOT.
4. Which side of the street will parking be prohibited on Farrow DO Will there be driveways on
Farrow DO
5. All entrances or street connections need to meet the minimum low volume entrance requirements
in the VDOT Road Design Manual and have a minimum width of 24 feet and effective radius of
at least 25 feet and up depending on the needed truck access.
6. All horizontal curves need to meet the minimum 25 mph design value unless the streets qualify
for a 20 mph design in which case they will need to have advisory signs at the approaches to the
substandard curves.
7. Colbert St is encroaching on the reserved right of way.
8. Road and Drainage plans will be needed prior to approval for construction.
