Subject: Site Review Meeting Comments November 17`", 2011 site review meeting
Dear Mr. Brooks:
Below are VDOT's comments on the Site Plans for the November 17''', 2011 Site Review Committee Meeting:
SDP - 2011 -00073 Ivy Fire Station -Maior (Joanne Purtsezova)
1. The existing sight distances at the road connection to Route 250 are adequate.
2. Additional traffic at the intersection of the private road to Route 250 that may warrant a traffic
signal on Route 250 in the future may be complicated by the spacing requirements to the eastern
traffic signal at the Northridge site. A connection to the Northridge site should be made with
future development along this private road.
SUB- 2011 -00126 Foothill Crossing - Preliminary (Ellie Ray)
1. The projected traffic volumes shown need to account for future traffic once the connector road is
complete. The proposed Park Ridge Dr. and Connector Road are expected to carry more traffic
than shown in this plan and the projections need to be the same as shown in the Crozet Master
Plan.
2. All roads within the development need to show the proposed functional classification for each
road.
3. Proposed Road D should be extended to tie into the proposed connector road directly across from
the future dedicated connection to the connector road to provide better connectivity within the
development.
4. Proposed Road A creates a spite strip to the adjacent properties to the northwest. Right of Way
needs to be dedicated to the existing property line or the road needs to be relocated to remove the
strip.
5. The proposed Road D split to one way traffic will cause operational problems for houses
accessing the road in this location and does not meet the minimum geometrical requirements.
The road need to be designed as a two was street and the open space can be located outside of the
road.
6. The proposed cul -de -sac at the end of Road A does not accommodate the single unit truck design
vehicle and needs to include space for on street parking. The exit radius of the turnaround will
need a minimum 45 foot radius.
7. The minimum radius of the curb returns at the intersection of Park Ridge Dr with the Connector
Road need to accommodate the single unit track and may need to be larger than 25 feet. An
Autoturn diagram needs to be submitted for this intersection.
8. The proposed cul -de -sacs at the end of Road B and E will require approval from Albemarle
County and Emergency Services for the reduces radius of 33 feet.
9. Proposed sideslopes on the grading plan are steeper than 3:1. Slope easements will be required
around slopes for the connector road.
10. The proposed connector road needs to be designed as an Urban Collector with a design speed of
35 mph. The proposed grade to the south approaching the stream is 9 percent and does not take
into account that a sag vertical curve will be needed. It appears that the minimum length of
vertical curve will be 1000 feet for a design speed of 40 mph and 800 feet for a design speed of
35 mph. This will require a redesign of about 700 to 900 feet of this section of road. The grade
will also need to accommodate the type of drainage structure that will be placed across the
stream. The proposed vertical and horizontal alignment needs to be the same as what is shown
for the Albemarle County Eastern Avenue Conceptual plan.
11. All proposed cul -de -sacs need to be less than 6% grade.
12. Proposed right of way behind the sidewalk is a minimum of 1 foot.
13. Proposed right of way needs to include all road elements including clear zones.
14. Show all clear zones on proposed typical sections.
15. The minimum bike lane width from the face of curb when there is gutter pan is 6 feet.
16. Proposed right of way on the inside of the cul -de -sac needs to be 10 feet from the back of the
curb.
17. Proposed right of way where the connector road crosses the stream will need to accommodate the
type of structure for the stream crossing and easements. This section of right of way will likely
be wider than the road right of way.
18. Easements for drainage, slopes and sight lines may be required on the final plat once the road
construction plans are developed.
19. Road and drainage plans will be required for the proposed development.
20. Streets with access to the lots are anticipated to have on street parking and the road widths need to
accommodate parking on both sides of the roads.
