HomeMy WebLinkAboutZMA201100006 Review Comments Zoning Map Amendment 2011-11-21*-&A County of Albemarle Department of Community Development Memorandum To: Claudette Grant, Senior Planner From: Glenn Brooks, County Engineer Date: 8 July 2011 Rev. 1: 21 Nov 2011 Subject: Albemarle Health and Rehabilitation Center (ZMA201100006, SP201100014) The application plan for the Health and Rehabilitation Center behind Monticello Fire and Rescue Station has been reviewed. The following comments are provided for your use; 1. Off -site grading, drainage and stormwater management on the school property (tmp 91 -13) will need to obtain easements or approval from the property owner. It is recommended that this be provided before recommending approval to the rezoning, since the plan is not feasible without it. Rev. 1: This comment has been addressed. The stormwater is handled on -site. It would be preferable if grading was kept 5' off the property line. It will be very difficult to stay on the property and grade to the property line. 2. Off -site grading easements will be required for the retaining walls and grading on the property line of Dominion Crane and Rigging Inc. It is not possible to construct on the property line without it. If this permission is not obtained, a 5' minimum distance needs to be provided for safety and erosion control measures. Rev. 1: This comment has not been addressed. 3. Off -site grading easements will be required for the grading on the property of Albemarle County Service Authority. It is not possible to construct the plan without it. If this permission is not obtained, the plan will need to be revised, or at least 10' minimum distance needs to be provided for safety and erosion control diversions, in addition to room for a sediment trap on that side of the entrance road. Rev. 1: Copies of grading easements have been received for Galaxie LLC and ACSA. 4. Off -site grading and access easements will be required for the grading on the property of Albemarle County. It is recommended that the plan be revised to dedicate the necessary right -of -way, and to construct the ultimate road section in this location, from Mill Creek Drive to the development entrance. This road section was shown on the Fire Station plans and prior county planning documents. Rev. 1: A proposed easement is included, but it does not contain sufficient information regarding the road section, as per comment 5. 5. As in the case of the road design, the sanitary sewer and water lines and easements should also consider the county's long range plans for the property. Rev. 1: This comment has not been addressed.
