RE: ARB- 2011 -112: Stonefield Town Center
Dear Chris,
In an effort to keep my files in order, I am sending in this letter format my comments on your November 14, 2011 resubmittal that
we discussed on the telephone earlier today. The numbered items refer to the action letter from the October 17, 2011 ARB meeting
and the red text identifies outstanding issues. If you have further questions on these comments, please feel free to contact me.
Regarding landscaping:
1. Include the Hyatt landscaping with the town center site plan.
Done.
2. Include in the final site plan the revised landscaping shown on the 10 /11 /11 Revised North Parking Layout plan,
showing trees outside of easements and 7 ornamental trees distributed along the parking lot frontage.
Not done. The revised layout with ornamental trees isn't shown.
3. Resolve the tree /utility conflicts without reducing the quantity of trees.
23 trees have been deleted from the plan. Those close to the EC and in parking lots are especially important.
These conflicts remain unresolved: one GT at the southeast corner of A3; one AR at the northeast corner of A5; two AR
east of the cinema. Shifting trees is recommended rather than eliminating.
4. Include the revised planting layout showing the shade and ornamental trees along the B parking lot frontage outside
of easements in the final site plan.
The revised layout isn't shown. (Same comment as #2.)
5. Provide the height of the overhead power lines along the south side of Sperry. Consider alternate tree species to avoid
excessive future tree trimming in this area.
Line height is provided in the response memo as 32 -35'. Norway Spruce (PB) is proposed as an alternate for White Pine, but
the spruce can grow 40 -60' high, so it doesn't appear to completely resolve the line conflict. Is there an alternate evergreen
tree that grows to a somewhat shorter mature height to avoid unsightly trimming, but retain some evergreen height? We agree
with Dominion's comment about planting the PB adjacent to the easement rather than directly under the line.
6. Provide documentation from Dominion Power indicating that Dominion does not oppose the planting proposed in the
electric easement.
Done.
7. For each retaining and screen wall included on the site plan, add notes to the plan sheets indicating the corresponding
wall detail. Add the name of the manufacturer, the product, and the color to each wall detail. Approved colors for the
Rockwood Classic 8 wall are "buff' and "dark brown ".
Some wall info remains uncoordinated:
• Screen wall (precast concrete fence wall around Sperry)
• Add note regarding approved colors — to be coordinated with the adjacent retaining wall.
• Masonry wall (at entrance drive into site from Rt. 29 just south of Sperry)
• detail 4 on w2 says the base is faced with brick; 05 detail on WI says match stone screen wall
• detail 4 on w2 says guardrail; 05 detail on W1 says black picket fence
• black picket fence (Jerith industrial aluminum) is what was presented to the ARB in 2006
• Green screens
• The details aren't very detailed. They show what the ARB viewed, so they are approvable, but more detailed
details should be forwarded for review as they become available. (November 21 detail should be substituted on
W2.)
8. Indicate the color of the guard rail on the detail.
Done - SW 7020 Black Fox added to W2.
9. Revise the single shrub species along the 29 frontage to include greater variety.
Done - Some Otto Luyken changed to Euonymus. Otto is at 24.48 %. Euonymus is now at 27% - close enough.
10. Replace the white pines with an alternate species.
Done - White pines replaced with Norway Spruce.
11. Revise the quantity of Otto Luyken cherry laurel to not exceed 25% of the total quantity of shrubs proposed in the
development (without increasing the quantity of other shrubs in excess of 25 %).
Done — see #9.
12. Provide a detail for the green screens on the site plan or architectural drawings. Ensure that the detail and the green
screen locations are included on either the final site plan drawings submitted for signature or the architectural plans
submitted with the building permit application. Indicate depth as 2" minimum and provide the color name
corresponding to the darker color illustrated in the 10 -3 -11 presentation.
Details are provided, but they aren't very detailed. They show what the ARB viewed, so they are approvable, but more
detailed details should be forwarded for review as they become available. (November 21 detail should be substituted on W2.)
Regarding the architectural design:
13. Revise the notes on the Hyatt elevation drawings to clearly indicate that all louvers will match the adjacent wall
color.
Done — see ARB- 11 -93.
14. Return for a work session for an alternate brick color for Al.
Scheduled for 12 -5 -11.
15. The glass sample submitted on 10/17/11 is approved for the town center.
Done.
Regarding equipment:
16. Revise the electrical switch screening note to indicate that "switching equipment will be fully screened by
landscaping at the time of planting."
Not done. The last version of the note still appears. The "fully screened at time of planting" wording needs to appear on the
plan.
17. Add the following note to the architectural plans and ensure that the note appears on the final site plan submitted for
signatures and the architectural plans submitted with the building permit application: "Visibility of all mechanical
equipment from the Entrance Corridor shall be eliminated."
The note appears on site plan sheet C1 submitted to the ARB, but it is not on the current site plan set submitted to Current
Development and no new architectural plans were included in the ARB submittal. Please be sure the info on the ARB plans
carries through to plans submitted for site plan and building permit signatures.
18. Considering distance and overall visual impact, the minimally visible screens are integrated architecturally with the
buildings as presented.

To Be Addressed Later:
Re ag rding Siggns and Awnings:
19. With the Hyatt sign permit application:
a) Revise the sign proposal to indicate that the logo is multicolor and non - illuminated.
b) Revise the sign proposal to not exceed a total of 200sf maximum.
c) Revise the sign drawing to include identification of the materials of the sign and the lamp type. If LED
illumination is proposed, provide the following note on the sign drawing: The level of illumination provided by
the LED lights will not exceed the illumination produced by a single stroke of 30 milliamp (ma) neon.
20. Unlimited sign design on Bond Street is acceptable, including signs on stucco bays without storefronts. Other sign
design must return for review of a comprehensive sign review.
21. Unlimited awning design on Bond Street is acceptable. Others must be reviewed as part of the comprehensive sign
review.
Re ag rdin ling:
22. Omit lighting from the site plan and return for a site plan amendment (and ARB review) later, addressing all lighting
issues, including but not limited to the following:
a) Be sure to include sheets LT12 — LT19 as part of the final site plan set.
b) Include the illumination emitted from all wall- mounted fixtures that emit 3000 lumens or more in the
photometrics, ensure that they are full cutoff fixtures, and be sure to include their cut sheets as part of the final
site plan set.
c) Indicate in the lighting schedule that the XV fixtures will be maintained in a downward oriented horizontal
position, or revise the wattage to less than 40 watts, or choose an alternate fixture that meets ordinance
requirements.
d) Revise the fixture schedule to indicate the XB and XH fixtures as bronze, not silver. Revise the color note to
indicate that XA, XB and XH fixtures and poles are to be bronze.
e) Include the Hyatt building mounted light fixtures in the town center submittal. Indicate a flat lens for the XRC1
fixture in the light schedule. Revise the XSW2 fixture to meet ordinance requirements (use a lamp that emits less
than 3000 lumens or make the fixture full cutoff).
f) Eliminate uplighting mounted on canopies within 200' of Rt. 29.
Please provide:
1. One set of revised drawings addressing each of the outstanding conditions. Include updated revision dates on each
drawing.
2. A memo including detailed responses indicating how each condition has been satisfied. If changes other than those
requested have been made, identify those changes in the memo also. Highlighting the changes in the drawing with
"clouding" or by other means will facilitate review and approval.
3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to ensure proper
tracking and distribution.
When staffs review of this information indicates that all conditions of approval have been met, a Certificate of Appropriateness
may be issued.
