The ESC plan for the Route 29 12 -In Water Main Abandonment at Hollymead Town Center, received on
29 August 2011, has been reviewed. The plan can be approved after the following comments have been
addressed:
1. All work within the public ROW will require a permit from VDOT. Has VDOT reviewed the
current proposal yet?
(Rev. 1) Comment has been acknowledged by the applicant.
2. Please forward all proof of all easements, temporary and permanent, from the property owners of
these parcels once they are finalized.
(Rev. 1) Comment remains unchanged. The TMP's disturbed with this project are 46 -5A and
32 -44.
3. Please clearly indicate the limits of construction on sheet 3. It seems the rest of the work is the
removal of valves and other appurtenances within the pavement, which does not need an ESC
plan. If another area requires work within dirt/grass, please indicate on the plan and provide ESC
measures as necessary.

4. Please provide a culvert and gravel area for the crossing of the ditch in the median. Please provide
silt fence just above the top of this ditch to prevent sediment loss for the work needed to create the
receiving pit. Please indicate on the plan where the spoils of such pit will be placed. Please make
sure this stockpile is adequately protected.

5. The entrance pit seems to be located in the existing ditch. If the entrance pit must be placed at its
current location, I recommend extending a temporary slope drain from the outlet of the VDOT
drainage system across the work area to prevent concentrated discharge from creating issues on
site. To prevent sheet flow from the roadway, a gravel ROW diversion on the eastern side of the
ditch would prevent water from entering the work area.
(Rev. 1) The entrance pit has been pushed back slightly so that the ditch is undisturbed and
cleanwater flow is maintained.
6. A check dam is not an adequate ESC protection measure. Please provide silt fencing or a sediment
trap for the disturbance on the entrance pit side of the road. Please make sure the location of the
soil stockpile (from the entrance pit) is specified and that this area is also protected.
(Rev. 1) Comment has been addressed. Concentrated flow in the ditch shall be clean water.
The work area will be surrounded by silt fence.
7. An Erosion and Sediment Control Narrative is required. Please see page VI -13 of the Virginia
Erosion and Sediment Control Handbook for a checklist for an ESC narrative.

Inlet protection on the VDOT curb inlet does not appear to be necessary because the disturbance is
all downstream of its watershed.

9. Please provide Permanent Seeding (PS) and Dust Control (DC) symbols throughout the disturbed
area.

10. The county has updated its standard ESC Note set. Please use the latest version found in the
county's design manual.

11. To receive a bond estimate, please provide a completed Bond Estimate Request Form to the
County Engineer after all comments have been addressed.
