Ray, Jr. From: Joanne Tu Purtsezova - Planner Division: Planning Date: November 29, 2011 Subject: SUB201100133 Willow Glen - Final The Albemarle County Planning Division will grant or recommend approval of the final subdivision plat referenced above once the following comments have been addressed and subject to the following conditions. [Each comment is preceded by the applicable reference to the Subdivision and Zoning Ordinances, unless otherwise specified.] 1. [14- 302(B)1] General Information. Please add date of last revision to plat when revisions to the following requested changes are submitted. 2. [14- 302(B)5] Zoning classification (including all applicable zoning overlay districts). Please add Airport Impact Area overlay district under zoning. 3. [14- 302(B)7] Reservoir watershed; Please revise water supply watershed note to state: "Tax Map 32 Parcel 49K is within the Powell Creek watershed, but does not drain into a water supply watershed and is not within an Agricultural- Forestal district." 4. [14- 303(G)] Ownership of common areas. / [18 -3.1] Definition of common open space. / Please notate that "The common areas shown hereon will be owned and controlled by the Willow Glen Community Association." 5. [14- 303(K)] Temporary Turnarounds. Please add a note that: "The area on this plat designated as a temporary turnaround will be constructed and used as other streets in the subdivision until Shannon Glen Court is extended to Heathrow Glen Circle, at which time the land in the temporary turnaround will be abandoned for street purposes and will revert to adjoining property owners in accordance with specific provisions in their respective deeds." 6. [14- 303(Q)] Public water and sewerage notation. Please remove " /or" from water and sewer service statement. 7. [14 -414] Public water and sewerage systems. Public water and sewer are required for this development. Install the utilities [14 -434] or bond the installation [14 -435] prior to approval of the plat. 8. [14 -418] Fire protection. Final plat approval subject to verification of section requirements by ACSA and Fire & Rescue. 9. [14 -422] Sidewalks and planting strips. Please show sidewalks and planting strips for single - family unit areas. Alternatively, these may be shown on the road plan. 10.[14-4231 Street signs. "Signs identifying the name of each street within a subdivision shall be installed and maintained as provided in chapter 7 of the Code." Alternatively, signs may be shown on the road plan. 11. [14 -431] Easements for facilities for stormwater and drainage control. Please adjust the location of drainage easements on the plat to reflect field conditions. 12. [14 -434] Completion of on -site improvements required prior to plat approval. a. A road plan must be submitted for approval prior to plat approval. b. The road must be built prior to plat approval. 13. [14 -435] Surety in lieu of completion of on -site improvements. Alternatively, the road may be bonded prior to plat approval. 14. [ZMA- 2006 -019 Proffer #11 Each plat is to designate a minimum of 12% to affordable dwelling units. Please delineate and label the area designated as affordable dwelling units. Please also add a tabulation chart or running tally of lot numbers paired with a count of designated affordable units. For clarification, please see Site Phasing Note #5 on sheet 4 of the Willow Glen Phase 1 Minor Site Amendment dated May 2, 2011: "The owner shall maintain a running tally of which lots /units qualify as `affordable' in accordance with the approved proffers. See sheet 2 for proffers. This tally shall be submitted to the County at the beginning of each new phase or building permit request."
