The first revision to the final plat for Stonefield (SUB- 2011 - 00118), received on 14 November 2011, has
been reviewed.
All drainage easements associated with this roadway must be reserved for dedication with this plat
as well. Public drainage easements are needed on any pipe conveying water from the public
ROW. These pipes should be labeled "Public drainage easement reserved for dedication upon
demand of the County." The current county policy regarding drainage easements on commercial
properties is for the public (VDOT or the county) to maintain the system to the first structure
(manhole or inlet) outside of the ROW. The remainder of the system will be within a public
drainage easement with the rights for conveyance, but will be maintained by the owner of the
property. The applicant needs to demarcate these two different types of public drainage easements
on the current plat. At the time of dedication, a Deed of Easement will need to be written,
approved, and recorded. This document will apply to the easements just off the ROW that will be
maintained by VDOT or the county.
Please note that drainage easement widths should be platted based on the size the pipe and its
depth. Please see the equation on page 14 of 35 of the County's Design Manual.
(Rev. 1) Drainage easements have been added, but the portions of the drainage easement
maintained by the public and by the land owners have not been designated on the plat. All
segments of the drainage network must be maintained by the land owner except the pipe to the
first structure (inlet or manhole) downstream of a public road (existing or proposed).
The drainage easement composed of L173, L174, and L175 does not need to be dedicated to
public use. The drainage easement ]Oft off of L172 does not need to be dedicated to public use.
The drainage easement ]Oft off of L200 does not need to be dedicated to public use.
2. All sight distance easements approved with the road plan must be recorded on this plat.

3. All sidewalk maintenance easements approved with the road plan must be recorded on this plat.
Similar to the drainage easements, these sidewalk easements will likely need a maintenance
document recorded at time of road dedication.

6. Before this plat can be approved all necessary bonds must be posted. Currently, the applicant has
posted a Stormwater Management and Erosion and Sediment Control Bond for the construction of

completed Bond Estimate Request Form to the County Engineer. Please note that this request
must be accompanied by a $250 fee. Before this bond is posted, the County Engineer must also
approve a Schedule of Completion filled out by the applicant.

(Rev. 1) No changes are required with this comment. In the second submittal of this
application, private street easements were added to the plat. Since none of these easements are
essential to the subdivision, I did not review any aspect of these easements and will rely on the
Planning review to confirm that the necessary cross parcel access easements and rights have
been granted to each parcel within this development.
