The SWM and site plans for The Haven at Stonefield (WPO- 2011 -00070 and SDP - 2011 - 00057), received
on 16 November 2011, have been reviewed. The plans can be approved after the following comments
have been addressed:
A. Stormwater Management Review Comments
1. Please provide an approval letter from Filterra that the current layout is acceptable to them. I have
concerns with a few of the structures not operating well in the field. For instance, the water
running in the curb uphill of structure 104.1 would have to reverse direction in order for the
Filterra to operate efficiently. A smaller facility on the curb line farther south of Inlet 104 should
be looked at.
(Rev. 1) The Filterra approval letter was missing from the submittal package.
2. Please provide more spot elevations and draw a flow line on the entrance south of Inlet 131.
(Rev. 1) Comment has been addressed.
3. This application will require that a new Stormwater Management Facility Maintenance Agreement
be recorded. Please complete this form and submit it to Ana Kilmer with a $17 recordation fee
after reading the instructions online. Please include all parcels contained in this site plan on this
agreement.

4. Please provide a completed Bond Estimate Request Form to the county engineer to receive an
SWM bond.
(Rev. 1) The completed Bond Estimate Request Form has been received. A bond will be
provided after ESC plan approval.
B. Site Plan Review Comments
1. To be consistent with the variation granted by the Director of Planning on 5/16/2011, all tree wells
and planting strips must be at least 5 feet in width. Please draw these wells at 5ft in width as well.

2. Please provide stop signs at all entrances onto Inglewood Drive and at the ends of the travelway
east of Inglewood Drive where sight distance will likely be limited by the 6 carriage unit building.
Providing a stop sign on the entrance closest to G4 may require a redesign.

3. Please provide "Do Not Enter" signs southwest of Building E2 -III.
(Rev. 1) Comment has been addressed.
4. Please on the northwest and southwest ends of this site plan, please show the grading and curb
limits of the proffered future connections to Commonwealth Drive so that we can confirm this site
will not negatively affected by such extension.
(Rev. 1) Comment has not been addressed. On the Stonefield property, please show the
potential curblines and contours of the two connector roads in light dashed lines so I can
review whether the two garages, G4 and G5, are designed in a way that works for both
scenarios.
5. Sidewalks adjacent to parking must be 6ft in width. Otherwise, bumper blocks are necessary. [18-

6. Street furniture must be shown on Inglewood Drive, 1St Street, and 2nd Street as designated by
Appendix B of the Code of Development. Location and frequency of street furniture must be
approved by county staff.

7. County Engineering recommends redesigning the northeast corner of the parking lot so overland
flow relief is provided. Currently, if there the storm sewer system is clogged, a portion of Building
E2 -11 will be flooded.

8. The Filterra 131.1 is an obstacle in the sidewalk southeast of Building E2 -III. [18- 32.7.2.8] It
seems the street tree could be located loft further north.

9. Parallel parking spaces must be 9ft in width.
(Rev. 1) Comment has been addressed.
10. On sheet C -11, please label the depth of each parking stall as 20.1ft per the layout plan and the
County Code.

11. The western slope is already graded at a 2:1 slope. In order to establish a lft deep channel, the
TOW spot elevations specified by the applicant should be raised by at least lft rather than just the
existing grade. The top of wall should be equal to the grade 4 -5ft behind the wall.

12. Please continue SCC1 to the grate inlet at the intersection of Main Street and Inglewood Drive.
(Rev. 1) This channel has been removed from the plan entirely. After a phone with design staff,
it was my understanding that the ditch behind the wall was not necessary and was being
removed, thus eliminating the need for a ditch to the south end of the site. However, the top of
wall spot elevations and the detail on sheet C -12 both indicate swales. The concentrated water
from the south end of the wall must be conveyed to the storm drainage system or the drainage
channel behind the wall must be eliminated. If the channels are kept, I recommend a ditch
carry this water to the grate inlet at the intersection of Main Street and Inglewood.
