RE: SDP - 2011 -78: Old Trail Village Phase 9 Block 11 Preliminary

This site falls within the Route 250 West Entrance Corridor. ARB approval is required prior to final site
plan approval.
An ARB review was completed for a different townhouse layout on a portion of Block 11 in 2007 (ARB -
07-96). The ARB approved the request, pending staff administrative approval of conditions. An excerpt
from the ARB action letter, which includes the conditions, is provided below. Some of those conditions
may still apply to the current proposal.
If the current architectural design of the townhouses is substantially the same as the 2007 design,
additional formal review by the ARB may not be required (although all guidelines and previous
conditions must be met). Architectural elevations, with information on proposed materials and colors,
are required to make that determination. Alternatively, the applicant may submit a new application for
preliminary ARB review. Schedules, forms, and guidelines are available at www.albemarle.org /arb.
Excerpt from 2007 ARB action letter
The Albemarle County Architectural Review Board reviewed the above noted item at its meeting on Monday,
November 19, 2007. The Board approved the request by a vote of 4:0, pending staff administrative approval of
the following conditions:
1. Revise elevation drawing "Old Trail Village — Block 11, Phase A — Townhouse Elevations" by
showing panel or louver shutters on the outside of the building containing townhouse Unit 19.
2. Revise Sheet 2 Site Plan so that proposed grading contours 675 and 676 are spaced correctly and do
not overlap. Revise the drawing to show all proposed contours stopping at the wall of the structure.
3. Provide documentation that VDOT has approved the use of Pin Oaks as a street tree for this proposal.
Revise Sheet 4 Landscape Plan by providing a landscape schedule showing the number of parking
area trees required/proposed and the method of calculation.
4. Revise Sheets 2 Site Plan and 4 Landscape Plan to clearly indicate the method of trash storage for
Phase 1. If the dumpster shown inside the limits of Phase 2 is to be used, revise the Phase 1 limits to
include it and provide details (materials, colors) on the method of enclosure.
5. Revise this submission so that all sheets have up to date original and revision dates and all drafting
errors and omissions are corrected.
6. Revise elevation drawing "Old Trail Village — Block 11, Phase A — Townhouse Elevations" by
revising the title from "Old Trail Village — Block 11, Phase A — Townhouse Elevations" to "Old Trail
Village — Block 11, Phase 1 — Townhouse Elevations ", indicating proposed materials and colors for the
chimneys in the rear (east) elevation of Units 16 thru 22, and proposed colors and materials for all trim
and porch elements.
7. Provide a photometric plan, showing the location of all proposed site, building, and decorative lighting,
along with a luminaire schedule indicating all lighting options chosen, including colors for fixtures or
poles. Provide cutsheets of all proposed fixtures and poles.
8. Provide end elevations to identify materials at the gable ends.
9. Enlarge the gable vent on the end units by extending to a rectangular form with the vertical dimension
being the long dimension, or use a circular vent with appropriate proportions.
Please provide:
1. Two full sets of revised drawings addressing each of these conditions. Include updated ARB revision
dates on each drawing.
2. A memo including detailed responses indicating how each condition has been satisfied. If changes other
than those requested have been made, identify those changes in the memo also. Highlighting the
changes in the drawing with "clouding" or by other means will facilitate review and approval.
3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to
ensure proper tracking and distribution.
