Subject: Clifton Lake Final Plat (SUB- 2011 - 00138)
The final plat for Clifton Lake (SUB- 2011 - 00138), received 18 November 2011, has been reviewed.
Engineering review cannot recommend approval to this plat at this time. Comments from the construction
plans will result in changes to this plat. Until all issues on the construction plans are worked out, a full
engineering review cannot be performed. I would recommend to the applicant that all submittals of this
application be withheld until all design elements are finalized in the construction plan. At the time of this
letter, additional easements for drainage and permanent stormwater management measures will likely be
necessary. The limits of these easements will not be known until revisions to the construction plan are
designed and approved.
In addition to the above concerns, the following items must be addressed prior to plan approval
1. This plat cannot be approved until the ESC, SWM, road, and mitigation plans for the property
are approved and bonded. If lots are served by a central water system, a central sewer system,
or ACSA water lines, the cost of construction of these items will also need to be bonded. To
request bond amounts, please provide a completed Bond Estimate Request Form to the
County Engineer after all comments have been addressed.
2. The offsite easement plat (SUB- 2011 - 00137) must be recorded prior to the approval of this
plat.
3. The applicant must submit a Deed of Easement for the dedication of the public drainage
easements. The applicant should contact the County Attorney's Office for the most recent
deed template for public drainage easements.
4. A certification from a certified engineer must be provided to the county attest to the safety of
the dam. [ZMA 77 -24 Condition 7]
5. The County Engineer has not approved any central water system. [ZMA 77 -24 Condition 9]
6. The plat cannot be approved until VDOT has reviewed the intersection of Route 250 and
Route 709 and determined that signs or warning lights are not needed. If the state determines
that they are needed, this work must appear on the road plan and bonded by the applicant.

7. Stream buffers are needed 100ft from the edge of all streams (perennial and intermittent) and
lakes or the limits of the 100 -year floodplain, whichever is greater. [ 17 -317, PC Approval
Condition 10]
8. All Public Road ROW must be noted with "Hereby Dedicated to Public Use."
9. All Public Drainage easements must be noted with "Hereby Dedicated to Public Use."
Easements from Private Roads A, B, and C are not to be dedicated to public use and must be
marked as private.
10. Drainage easements need to be more clearly delineated.
11. Please extend all drainage easements from road ways to perennial streams or Stormwater
