Dear Mr. Lushbaugh,
This letter is in response to the attached LOR request letter dated December 21, 2011.
The Department of Community Development hereby grants approval of a LOR for the
improvements described in the letter and shown on the attached sheets from SP -2011-
00028. The current proposal modifies the previously approved site plan by adding 4
additional spaces, a retaining wall to accommodate the additional parking, adding
equipment cabinets within the 300 square foot leased area, adding one security light, and
adding additional security fencing. This is the 2 °a LOR for this site. A total of three (3)
LORs are allowed before all changes to the plan are required to be submitted in the form
of a site plan amendment.

Virginia PCS Alliance, L.C., a Virginia limited liability company, d /b /a NTELOS, requests the consideration
for a Letter of Request ( "LOR ") for SP201100028 for a Tier III Personal Wireless Service Facility to
collocate antennas and associated ground equipment on an existing tower.. The proposed wireless
facility is located on property owned by Transcontinental Gas Pipe Line Corporation (Williams Transco
Pipeline), identified as Albemarle County tax parcel 061WO -03 -00 -00700 in the Jack Jouett. Magisterial
District. The proposed wireless facility is located on the west side of Rt. 29 (Seminole Trail) on
Greenbrier Drive.,.approximately % of a mile north of the City of Charlottesville.
Attached is a revised site plan of the location and design of the proposed wireless facility. The existing
self support tower is 100'. NTELOS is. proposing to collocate antennas at the 85' level with a flush -
mounted antenna array consisting of three (3) panel antennas. The proposed ground.equipment will be
located to the east of the existing tower across the parking lot within a 300 sq. ft. fenced area.
In addition to the Tier III Personal Wireless Service Facility application, a LOR request is also required.
NTELOS is proposing to modify the previously approved site plan by the amending the following:
1) Adding four (4) additional parking spaces (shown on sheet D -15). The parking is to be utilized by
the owners of the property (Williams Transco Pipeline) and not to be utilized by NTELOS for the
proposed wireless facility.
2) Adding a retaining wall to accommodate the additional parking (detailed on sheets D -13 and D-
14).
3) dding one (1) security light as shown on sheet D -6. The lighting has been revised per your
previous corn
ments.
)'Adding equipment cabinets within the 300 sq. ft. leased area.
y) Adding security fencing to match the existing surrounding the equipment cabinets and leased
area.
It is my understanding the.Board of Supervisor's will hear the Tier III application on January 11; 2012 and
the LOR will be 'a condition of that pending approval. In addition to the LOR, a Tree Cony_ rvation Plan,
will also be required as a condition of approval. The Tree Survey has been completed anal is.attached as
