The existing ADT on Shadwell Road is 230 VPD and the proposed ADT is 290 VPD for a total of 520 VPD. Shadwell Road Extension needs to be designed for 25 mph in accordance with the VDOT standard GS -SSAR. 2. The proposed private road connecting Shadwell Road to Milton Road will meet the VDOT SSAR connectivity requirement as long as the privately maintained road has a public access. 3. Note #7 under the General Construction Notes (Part 1) needs to refer to the Virginia Work Area Protection Manual, 2011 edition. 4. A list of mandatory VDOT inspections should be in the VDOT notes section. These mandatory inspections will also be listed with the final approval of the plans and the issuance of any permits. These need to include: Installation of any enclosed drainage system before it is covered b. Installation of any enclosed utility placements within the right -of -way before being covered C. Construction of the cuts and fills, including field density tests, before placement of roadbed base materials d. A final pavement design, based on actual soil characteristics and certified tests, shall be completed and approved before the pavement structure is placed e. Placement of base materials, including stone depths, consistent with the approved pavement design, prior to placement of the paving course or courses, followed by field density and moisture tests and the placement of a paving course as soon as possible Construction of pavement, including depth and density, upon completion as part of the final inspection. 5. Intersection sight distance for 25 mph roads are 280 feet. 6. The minimum radius on horizontal curves #1 and #2 is 200 feet. 7. The proposed sanitary sewer force main needs to be a minimum of 18" off the proposed edge of pavement. 8. The proposed 2" irrigation line along the public road will need to meet the minimum requirements set under the Land Use Permit Manual and include the following" a. The private utility will be under a Land Use Permit with a continuous bond with VDOT. b. A perpetual maintenance and responsibility agreement will be required. C. UD -4's are required along the road. 9. CD -1 drains are required at all fill to cut transitions. 10. A minimum K value on Vertical Curve #2 is 26 for 25 mph. Also, show the stopping sight distance. 11. The minimum K value on Vertical Curve #5 is 26, show the sight distance. 12. Place guardrail standard GR -2 on fills between station 17 +00 +/- to 19 +00 +/- right and increase the shoulder width. 13. The proposed cul -de -sac on Shadwell Road Extended needs to be a minimum of 45 feet radius for a bus turnaround. 14. The proposed horizontal curve #2 on Shadwell Court will require advance warning signs. 15. Add a CD -1 around station 16 +00 +/- on Shadwell Court. 16. Design the vertical curves on Shadwell Court to a design speed of 25 mph. a. Vertical curve #2 needs to increase K and SSD. b. Vertical curve #3 needs to increase K. C. Vertical curve #4 needs to increase the K and SSD. 17. The entrance for the private road C at Milton Road needs to be designed in accordance with the VDOT Road Design Manual, Appendix F -98 with a 24 foot width at the back of the radial offsets with a proper shoulder. 18. Sheet C -13 has a note about a gated street. The street needs to have public access for the other roads to meet the connectivity requirement of the SSAR. 19. Rework the right turn lane requirements for the entrance at Milton Road without assuming the road will be gated and account for traffic from the trailhead. It looks like a right turn taper will be warranted. 20. Show UD -4's on the typical section #3. Show a 7 foot shoulder with guardrail application and show the pavement structure computations. 21. The ditch protection for Q2 velocities greater than permissible for grass and less than 4 f.p.s. needs EC -2, 4 to 7 f.p.s. needs EC -3 type A and 7 to 10 f.p.s. needs EC -3 type B. It does not appear that the velocities in the ditches require rip rap. 22. Show culvert outlet velocities. 23. Please indicate the survey source. The waterline on the existing Shadwell Road Right of Way needs to be outside the ditchline. The survey and edge of pavement need to be verified. 4 24. Show culvert calculations. 25. The sight distance on Milton Road is 500 feet. There appears to be a blind spot looking right between station 9 +35 and 10 +20. Please let me know if you have any questions.
