Engineering can approve the plan after the following comments have been addressed. 1. The future driveway, and the access easement for it, must be completely pulled outside of the inner 50ft of the 100ft stream buffer. Staff is not authorized to permit disturbance to the inner 50ft. This is consistent with the County Engineer's 2007 memo regarding the streams on this property. [17 -321] This will necessitate a shift of the development to the south. Please also move the 20ft sanitary sewer easement to the outer 50ft of the buffer as well. [17- 319.B.1] 2. A mitigation plan must be provided. The county's authorization of disturbance to the outer 50ft of the 100ft buffer is contingent on an approved mitigation plan. If mitigation measures cannot be provided onsite, the applicant must look to offsite properties in the vicinity for mitigation opportunities. For instance, the stream buffers on 56 -84 and 56 -91A are not completely wooded. If mitigation is not provided, the disturbance of the outer 50ft buffer cannot be permitted by staff. [17 -321] 3. Water quality for the proposed impervious areas will be taken care of with a pro -rata fee for the use of the Lickinghole Basin. This fee will be calculated at the time of plan approval. If only gravel is proposed, please remove all references to "pavement" in the plan. Detention of stormwater runoff is not required at this time because the total disturbed area is less than lacre. [17- 314.F.4] However, detention of the runoff from this plan and all future plans will be required when future development disturbs 0.4 acres or more. 4. Please remove CIP from the culvert inlet. The maximum drainage area for a CIP is 3 acres. Please also add dust control symbols (DC) on the plan. Otherwise, the ESC plan is acceptable (though the development will need to shift because of comment 1). 5. Please provide more detailed information on the hydrologic assumptions for the new culverts' watershed such as the weighed curve number calculation and a time of concentration breakdown. I would also encourage the applicant to consider sizing the culverts for a full buildout scenario of the watershed or at least the development of this parcel (56 -86) and the adjacent western parcel (56 -86B) since it is clear the two owners are working together to a degree. As part of any future development's application, they will need to prove the adequacy of the downstream channel. By sizing the culverts with existing conditions, future development will likely require an upgrade later and flooding risks will be increased. 6. Please update the county's general construction notes for ESC plans with the latest version found in the current edition of the design manual. 7. After the plan has been approved, please provide a completed Bond Estimate Request Form to the Albemarle County Community Development Engineering Review Comments Page 2 of 2 County Engineer to receive an ESC Bond. The owner of Parcel 87 will need to sign this document and be party to the bond unless access and construction easements are recorded that would allow the county and its assigns to pass through the property if the county had to call the bond. A grading permit cannot be issued until the site plan has been signed.
