Proposal
To install wall- mounted and pole- mounted light fixtures at the drive- through ATM to meet bank
illumination requirements.
Context
The bank is located in a heavily developed commercial area on Route 29 North. The ATM is located at the
north end of the site and building, at the outer (northern) lane of the drive - through structure, approximately
100' from the EC right -of -way.
Visibility
The ATM is visible from the Entrance Corridor. The bank building and the wooded slope on the north side
of the parcel help limit visibility, but the addition of illumination at and around the ATM will increase
noticeability at night.

DETAILS OF THE PROPOSAL
• The bank's internal security requirements call for 2 fc of illumination at locations 50' from the ATM (or at the retaining wall) and 10 fc
at locations 5' from the ATM.
• The applicant has presented two designs for upgrading the lighting to meet these requirements. Both designs include two poles, with two
fixtures mounted on each pole.
• In the first proposal, the pole- mounted fixtures are mounted on the roof of the drive -thru structure. In the second proposal, the pole -
mounted fixtures are located at the ends of the ATM island.
• Both designs also include fixtures mounted within the canopy that is mounted over the ATM.

combination of the bank's need to meet its
own security requirements (2 fc at 50' from
the ATM and 10 fc at 5' from the ATM) and
the existing conditions and physical
limitations of the site. Staff recognizes that
the applicant has tried to find workable
alternatives. The current proposals meet the
bank's requirements and, with a few
adjustments, could meet the requirements of
the lighting ordinance. However, although
the need for security is clear, the illumination
levels do not meet the EC guidelines and
there are no guidelines regarding security.
Complete fc readings were not provided.
Continuing the fc readings across the parking
lot would result in a more complete
illustration of the impacts of the proposed
lighting.

The plans show a house side shield (HSS) on
the ground- mounted pole fixtures to prevent
light spill onto the drive -thru roof. The plans
do not show shields on the roof - mounted
fixtures, although the applicant's memo
indicates that shields are proposed for them.
Neither photometric plan shows fc readings
on the drive - through roof. If the roof
mounted pole lights are approved, the
drawings should be revised to include the
shields.

the ATM. Because the ATM is set back from
the face of the main building, it is not visible
until the viewer has reached the north side of
the main building. Traveling southbound, the
site becomes visible just beyond the wooded
slope and visibility of the ATM is lost just
beyond the main building. Even though the
applicant is not attempting to provide general
site lighting, the proposed light fixtures will
illuminate the area between the ATM and the
retaining wall, the wooded sloped (though
actual fc levels may be lower than some of
those shown in this area), the area around the
northern exit from the site onto Rt. 29, and
the north end of the parking row that runs
along the EC. It is anticipated that all of this
illumination will be noticed at night even if
the ATM itself is not.

SUMMARY OF RECOMMENDATIONS
Staff recommends the following as the primary points of discussion:
1. Maximum appropriate illumination level at the ATM
2. Pole light locations (drive - through roof, ATM island)
3. Pole light height
Staff offers the following comments on the preliminary plan:
1. Revise the "New type QLP LED fixtures to be installed in canopy" note to read as follows: "New type QLP LED fixtures to be installed
so that no part of the fixtures extends below the ATM canopy."
2. Revise the photometrics using an LLF of 1.0.
3. For illumination from the proposed fixtures, show continuous photometrics across the parking lot.
4. Provide an alternate lighting design that includes no illumination over 30 fc.
5. Include a note in the luminaire schedule on E -2 clearly indicating the color of both the light poles and the pole- mounted fixtures. Dark
bronze is recommended.
6. Eliminate the roof mounted pole lights from the proposal. The ground- mounted pole lights are more appropriate.
7. If roof - mounted pole lights are approved, provide house side shields to limit spill onto the roof.
8. Add the following note to the lighting plan: "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall
be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from
adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall
