Context/Visibility The proposed sign is to be located along the densely developed Route 250E Pantops Entrance Corridor. The existing sign, located approximately 10' north of the right -of -way, has limited visibility due to foliage from street trees immediately to the east and west. Adjoining properties, Carmax to the east and Free Bridge Auto to the west, have freestanding monument signs, highly visible, in close proximity to the Route 250E right -of -way. The proposed monument sign is expected to be highly visible due to its zero setback from the Route 250E right -of -way and the proposed relocation of frontage trees immediately to the east and west. The relocation of the two existing trees and the proposed landscaping around the sign Staff recommends that the ARB forward the following recommendation to the BZA: Because the sign's proposed distance from the sidewalk and roadway is expected to appear similar to that of the adjacent Free Bridge Auto sign, no negative visual impact is expected on the Entrance Corridor; therefore, the ARB has no objection to the proposed zero setback. Staff recommends approval of the Certificate of Appropriateness for the Tip Top sign with the following conditions: 1. Revise the sign drawing to include all proposed materials for the sign cabinet and the brick base. Include the product ID for the brick and mortar on the sign drawing. The brick base should complement that of the adjacent Free Bridge Auto and CarMax signs. 2. Revise the site /landscape drawing to: 11 a) Show the proposed locations for the relocated Cherry and Dogwood trees. Include a note on the drawing stating that the trees will be replaced with like species should they not survive, at a planting height equal to that of the existing trees. b) Show the limits of the extended planting bed. A planting bed with an irregular, natural form would be appropriate. Include the location, type, spacing and quantity of juniper proposed. Juniper Broadmoor, with its 1 foot height and 3 to 5 foot spread would be an acceptable plant material. 5
