HomeMy WebLinkAboutARB201100129 Review Comments Miscellaneous Submittal 2012-01-09ARCHITECTURAL REVIEW BOARD STAFF REPORT Project #/Name ARB- 2011 -129: Shifflett (Verizon) Crossroads Review Type Preliminary review of a Site Development Plan Parcel Identification Tax Map 87, Parcel 7A Location 3462 Monacan Trail Rd., on the west side of Route 29, approximately 1800' north of Plank Road (Rt. 692) Zoned Village Residential (VR); Entrance Corridor (EC) Owner /Applicant Vernon L or C Jackie Shifflett /Stephen Waller Magisterial District Samuel Miller Proposal To install three additional antennas on an extended existing wood monopole for a total height of 8.2' above the height of the reference tree to accommodate the addition of 4G services. Context The existing pole is located approximately 480' from the Rt. 29 right -of -way and next to an nTelos facility. Both facilities are located at the edge of a wooded area. Between the wooded area and the EC are a residence with outbuildings and open lawns. Driveways lead to the facility and the residence. ARB Meeting Date January 17, 2012 TUESDAY Staff Contact Margaret Maliszewski PROJECT DETAILS • Increase the height of a telecommunications facility to accommodate the attachment of new antennas; the top of the new antennas would be 94.2' AGL; existing top of antennas is 85.75' AGL; pole height would be 8.2' above the top of the reference tree (an 86' tall 15" diameter poplar with a drip line approximately 4' away from the pole). • New antennas would be attached to the pole using a cluster -mount system. • Pole- and ground- mounted equipment is to be painted SW 6090 java brown. • The concrete pad would be extended to accommodate the new ground equipment. • Existing antennas do not fully clear the surrounding tree canopy. • Proposed antennas measure 7' 10.6" tall x 11.2" wide x 4.5" deep. ANALYSIS FOR THE CERTIFICATE OF APPROPRIATENESS FOR THE GROUND EQUIPMENT AND BASE STATION A Certificate of Appropriateness from the ARB is required for the base equipment portion of a proposed telecommunications facility in the Entrance Corridors. The ARB may impose conditions on the Certificate of Appropriateness, based on the EC Guidelines, and consistent with Section 5.1.40 of the Zoning Ordinance. SUMMARY OF RECOMMENDATIONS Regarding the Certificate of Appropriateness for the ground equipment and base station: Because the proposed facility is consistent with all applicable guidelines, staff recommends approval of the Certificate of Appropriateness as proposed. Regarding visibility of the monopole: Staff recommends that the ARB forward the following recommendation to the Planning Commission: The ARB finds that the proposed location of the facility will sufficiently minimize the visibility of the extended monopole from the Entrance Corridor. 3 ILLUSTRATION A The yellow bars identify the limits of visibility on the Rt. 29 Entrance Corridor.
