To install pole- mounted light fixtures at the drive - through ATM to meet bank illumination requirements.
Context
The bank is located in a heavily developed commercial area on Route 29 North. The ATM is located at the
north end of the site and building, at the outer (northern) lane of the drive- through structure, approximately
100' from the EC right -of -way.
Visibility
The ATM is visible from the Entrance Corridor. The bank building and the wooded slope on the north side
of the parcel help limit visibility, but the addition of illumination at and around the ATM will increase
noticeability at night.

DETAILS OF THE PROPOSAL
• The bank's internal security requirements call for 2 fc of illumination at locations 50' from the ATM (or at the retaining wall) and 10 fc
at locations 5' from the ATM.
• The applicant proposes to install two pole lights at the ends of the ATM island, with two fixtures mounted on each pole.
• The existing fixtures located to the sides of the ATM canopy are to be removed.

Even though the applicant is not attempting to provide
general site lighting, the proposed light fixtures will
illuminate the area between the ATM and the retaining
wall, the wooded sloped (though actual fc levels on the
upper part of the slope will be lower than those shown),
the area around the northern exit from the site onto Rt.
29, and the north end of the parking row that runs along
the EC. It is anticipated that all of this illumination will
be noticed at night even if the ATM itself is not.
However, given the 600' length of visibility, the
reduction in light levels from the previous proposal,
and the maximum light levels held below 30 fc, the
impacts are expected to be sufficiently mitigated.
SUMMARY OF RECOMMENDATIONS
Staff recommends the following as the primary points of discussion:
1. Pole light height
2. Illumination levels
