Subject: SUB201200001 Holiday Trails Special Lot

The Planner for the Albemarle County Planning Division will recommend approval of the
special lot plat referenced above once the following comments have been fully addressed. [Each
comment is preceded by the applicable reference to the Subdivision Ordinance. The following
review comments are those which have been identified at this time. Once revisions have been
submitted, additional review comments may be necessary.]
1. [14- 301(B)] Scale. Scale is to be drawn to scale of 1 inch equals 50 feet or such
scale as approved in a particular case. A scale of 1 inch equals to
40 feet is approved in this case. No further action is needed.
2. [14- 302(A)(3)] Existing or platted streets. Widths of all existing and platted streets
and ROWs are required. Please label these widths.
3. [14- 302(A)(4)] Private easements. Each easement needs to have the owner
of record explicitly labeled beneath the deed book and page
number provided.
4. [14- 302(A)(7)] Existing and departing lot lines. Existing lot lines are to be
indicated by dashed lines. Due to the size of the parcel compared
to the immediate site of the special lot being divided off of the
main parcel, the outline/border of the existing main tax map and
parcel may be shown on the vicinity map instead using dashed
lines.
5. [14- 302(A)(10)] Right offurther division ofproposed lots. Please remove note #1
and add the following in its place: "Special Lot X is assigned
[number] development rights and may /may not be further divided
and when further divided these rights shall not comprise more than
[number] acres. The residue of Tax Map/Parcel 75 -47C is retaining
[number] development rights and when further divided it shall not
consist of more than [number] acres."
6. [14- 302(A)(15)] Identification of all owners and certain interest holders. Please add
the address of the owner of record and holders of any easements on
the property. The address for Holiday Trails, Inc. should be added
directly below the owner signature line under the owner's
certification panel. According to the Albemarle County GIS
website, the address on record for Holiday Trails, Inc. is 400
Holiday Trails Lane, Charlottesville, VA 22903. Please verify the
accuracy of this address independently and add the correct owner's
address to the plat.
S. [14- 302(B)(1)] General Information. The date of drawing shown is very different
from the date that the plat was submitted. Normally, the date of
drawing and the date of submittal should be close in time. Please
add the date of submittal to the front desk as a date of last revision.
Please also add new dates of last revision before each submittal
including the first revision and any subsequent revisions as
necessary. For the north arrow, NAD 83 is not a precise method of
determination of which way is north, as multiple NAD 83
coordinate systems exist. Please specify which is being used.
9. [14- 302(B)(5)] Zoning classification. Please add applicable zoning overlay
districts in addition to RA being listed under Zoning. Specifically,
please list Airport Impact Area overlay district, Entrance Corridor
overlay district and Flood Hazard overlay district under Zoning.
Please remove note #8 as it is incorrect.
10. [14- 302(B)(7) Reservoir watershed; agricultural forestal district. Please remove
note #9 as it is also incorrect. Revise note #9 to indicate that this
special lot is in fact located in a water supply protection area but
not in an agricultural - forestal district.
11. [14- 302(B)(9)]
Flood Hazard overlay district. Although the floodplain is currently
shown, the line as shown ends abruptly in the area near the "PK
Nail Set in concrete bridge" label. Please show the continuation of
this line. For clarity, please also show these floodplain lines with a
bolder line.
12. [14- 302(B)(10)]
Stream buffers. A gap appears to be present in the stream buffers
line just to the left of where the topography ends in the area to the
immediate right of the water line symbology as shown in the
legend. Please fully connect the line to shown the precise border of
the stream buffer.
13. [14- 303(A)]
Statement of consent to division.Under the Owner's Certification
please revise the statement of consent to be verbatim: "The
division of the land described herein is with the free consent and in
accordance with the desire of the undersigned owners, proprietors
and trustees. Any reference to future potential development is to be
deemed as theoretical only. All statements affixed to this plat are
true and correct to the best of my knowledge." Part of this
statement is missing.
14. [14- 303(P)]
Signature panels. Under the "Approved:" panel, please revise
County of Albemarle Department of Planning to say, "Agent for
the Board of Supervisors."
15. [14 -304]
Critical slopes disturbance. Critical slopes are widespread on this
site. Please revise the area proposed to be designated as a special
lot. Please label the boundary of the critical slopes. Alternatively,
please request and obtain approval for a critical slopes waiver by
submitting a written request and justification under section 4.2.5 of
the zoning ordinance. This written request and justification needs
to be submitted to the front desk.
16. [17 -322] Mitigation plan. A mitigation plan is needed for this special lot
proposal. Please submit a mitigation plan as required under section
17 -322 of the Water Protection Ordinance.
17. [14 -316] Entrance of principal means of access. No entrance of principal
means of access appears to be shown. VDOT approval of such an
entrance is needed. This plat has been transmitted to VDOT and
review is pending.
18. [14 -316] Public Water and Sewer. Please remove note #13. This proposed
special lot is located in the jurisdictional area for public water and
sewer. Please provide public water and sewer or see options in
sections 14- 225.1, 14 -414, 14 -415, and 14 -416 which include
requesting waivers, providing central water and sewer, or obtaining
Health Director approval of private wells and septic. Further
information will need to be furnished depending on which option is
