It appears some revision to the plan may be required. The following comments are offered; The entrance location might be better situated on the north -south portion of Dickerson Road, such that it uses the intersection with Dickerson Lane, rather than a new entrance location between Dickerson Lane and Piney Mountain Road. The proposed location does not have the best sight distance, and poses more conflict with traffic between the two intersections, in addition to requiring a waiver from VDOT for spacing standards. (VDOT has requested comment on the Access Management Exception Request, form AM -2, which this will serve for as well.) Rev.]: I do not understand the response letter. However, on the plan, option 2 appears to address the comment. Option 1 does not. Rev.2: This comment has been addressed. The entrance location on Dickerson Road is satisfactory. 2. It is recommended that traffic impacts be investigated at the intersection of Rt. 29 and Dickerson Lane. The safety of this intersection appears to be crucial for this use. Rev. 1: It is not clear to me that the volumes should be entered per lane (half the total), as has been done on the north and southbound Rt. 29 volumes. Rev.2: The previous study looked at Dickerson Lane and Rt. 29. Added traffic on the turns off and onto Rt.29 are the main safety concern. The current submittal only provided data for the Dickerson Lane and Dickerson Road intersection, which is low volume, and not as much of a concern. It is recommended that data be provided for movements onto and off of Rt. 29. Correspondence indicates this has been worked out with VDOT. 3. The two intermittent streams on the property are protected by the Water Protection Ordinance, section 17 -317. Each has a 100' buffer measured from the banks to either side, and extending up to the point at which the stream transitions from an intermittent channel with defined bed and banks to a wash or simple stormwater depression. The development cannot occur within these areas, except for uses as given in section 17- 321.2. Rev.]: The applicant has now indicated that these are not intermittent streams, and taken the buffers off the plan. These are intermittent streams, and buffers are required. I have measured these on -site, and provide an approximation of the buffers on the attached graphic. The stream extending from the Albemarle County Community Development Engineering Review comments Page 2 of 2 private road is carried 130' along the channel from the culvert. The stream extending from Dickerson Road carries beyond the developed portion of the site. Rev.2: This comment has been addressed. The development proposal has moved out of the buffer areas. 4. Stormwater management would best be provided below the impervious portion of the development, rather than above it as now proposed. Rev.]: This comment has been addressed.
