The following comments must be addressed to receive county approval. A. Title Information 1. Recommend the applicant revises the project title to "Old Trail Village Lot 2 — Block 2 Major Site Plan Amendment" 2. Require applicant to provide a signed and dated professional seal for final site plan major amendment submittal. B. Existing Conditions Information 1. Require applicant to identify a benchmark location and elevation for topography. An existing utility or other known position will suffice. 2. Require the applicant to identify the deed book for the ASA utility easement and ACSA sanitary sewer easement show on the Utility Plan sheet. 3. Recommend the applicant identifies and distinguishes that Townside Lane is a private alley. 4. Require the applicant to identify a private access easement for access to lots 1 -7 via Townside Lane in the Site Plan. C. Proposed Plan View Information 1. Recommend the applicant revises the grading plan to demonstrate that grade for the entrance to Claremont Lane is below 4% for a distance of 40' minimum from the Claremont Lane edge of pavement [18- 4.12.17]. 2. Require the applicant to show sight distance lines for minimum distances required at the intersection of Townside Lane and Claremont Lane. 3. Recommend requesting if the anticipated site plan construction will include any loading or dumpster areas (currently none are shown). 4. Recommend the applicant reduces the parking lot area to provide a minimum of 18' from the back of the Claremont Lane entrance radius. This would prevent queuing onto Claremont Lane. 5. The entrance to the site will need to be a CG -11 commercial entrance standard with a 24 foot width, 25 foot radius and 30 foot entrance throat length (from VDOT, for reference). Albemarle County Community Development Engineering Review Comments Page 2 of 2 6. Recommend the applicant provides a pavement design calculation. 7. Recommend the applicant shows 4" sidewalk concrete have a minimum strength of 3,000 psi in 28 days in Townside Lane typical section. 8. Require the applicant to include Albemarle County general construction notes. D. Street Profiles 1. Because Townside Lane serves both attached residential and non - residential uses, this proposed private street can satisfy an alternative standard deemed adequate by the agent [14- 412.6]. To clarify, per prior agent precedent, this engineering review assumes Townside Lane shall not require a profile but will be subject to grade, pavement section, and entrance requirements of a parking lot. Please advise if this is not the case for SDP201200002. 2. Forward Grade for Townside Lane appears to be in excess of maximum required grade of 5% for a parking lot [18- 4.12.15b]. Recommend the applicant regrades Townside Lane for a maximum grade of 5%. E. Drainage Profiles 1. Recommend the applicant revises the elevations for the 4" water main crossing under pipe Structure No. 37. If possible, this water main should be proposed above the storm drain system. 2. Recommend the applicant provides VDOT designations for each drainage structure. 3. Recommend the applicant provides throat length and grate type for each grate inlet. 4. Recommend the applicant provides the strength class for the proposed RCP drainage pipe structures. 5. Require the applicant to provide drainage profiles from this system to the apparent outlet pipe Structure No. 19. These profiles will be reviewed when provided. F. Drainage Computations 1. Require the applicant to provide drainage computations from this system to the apparent outlet pipe Structure No. 19. These computations will be reviewed when provided. G. Stormwater Management Plan and Computations 1. Require the applicant to provide stormwater management plan and computations for this major amendment. This plan and computations will be reviewed when provided. H. Erosion and Sediment Control Plan 2. Require the applicant to provide an erosion and sediment control plan for this major amendment. This plan will be reviewed when provided. File:
