Subject: Rio Hill Shopping Center (Kroger Fuel) Major Site Plan Amendment (SDP- 2012 - 00003)
The major site plan amendment, received on 17 January 2012, for Rio Hill Shopping Center has been
reviewed. Engineering can recommend approval to this application after the following:
1. Before this site plan can be approved, an ESC plan must be approved by the county. An MS -19
analysis will not be required as a part of that ESC plan because both the total volume and rate of
runoff have decreased with this application. For the same reason, no Stormwater Management
measures will be necessary.
2. The striped islands west of the canopy must be curbed. [18- 4.12.15.f]
3. If 9ft wide spaces are provided in the parking area west of the canopy, the access aisle width must
be 24ft. If the parking spaces were increased to loft in width, the 20ft access aisle would be
considered acceptable. [18- 4.12.16]
4. The applicant must modify the pavement section to meet the VDOT Pavement Design Guide. [18-
4.12.15.a]
5. The northwestern entrance must be widen to 26ft. [18- 32.7.2.7]
6. A drainage area map showing the watershed for each of the new inlets must be provided. [Design
Manual]
7. The type and size for each inlet structure proposed in this application must be provided. Other than
the trench drains, all drainage structures must be a specification from VDOT's Road and Bridge
Standards. [Design Manual, 18- 32.6.6]
8. Ron Higgins, the County's Deputy Zoning Administrator, has determined that the 5% maximum
slope standard of 18- 4.12.15.c does not apply to any area developed with this plan. This comment
is only advisory.
