Charlottesville VA 22902 -5793 Dear Ms. Murray, Thank you for your recent submission for SP201100027 Panorama Events. Review comments are included below in this letter. Review Commments: Planning (Scott Clark) The access concerns raised by VDOT (see below) will probably be the most important issue to be addressed with this request. I will discuss options with VDOT staff. If you have had any such discussions, please provide information on the feedback you received from VDOT. Do you plan to have amplified sound systems outdoors for the special events? What lighting (type, placement, brightness, etc.) is planned for the site? If possible, please provide technical specifications on the low -noise generator you plan to use. As noted in the Zoning comments below, the noise ordinance limits will apply to this use. However, minimizing generator noise (and other long- duration noises) —well below the maximum permitted sound level - -would be preferable. Are there any other secondary access routes across the farm to this site from Panorama Road that can be used by motor vehicles? Zoning (Ron Higgins) Required parking can be met as proposed. Maximum event of 200 people and 20 "staff' requires 100 spaces (80 for 1/2.5 participants + 20 for 1 /staff). Field measurements confirm that more than 100 spaces can be accommodated at that space, plus a dozen or so in the "barn yard" and handicapped spaces at the barn loop. In addition, there is sufficient room at the barn for catering and service vehicles. Note that noise ordinance limits of 55db apply from 10:00 PM till 7:00 AM with a 60db limit between 7:00 AM & 10:00 PM. Virginia Department of Transportation (Joel Denunzio) Route 661 is an existing gravel road which gets very narrow prior to the location for the entrance to this site. The road width is generally around 12 feet and opposing traffic will have a difficult time passing one another. The sight distances at the entrance that is proposed for the events does not meet standard VDOT sight distance requirements at this location. There is a road embankment to the right with trees and vegetation that is a sight line obstruction and to the left the horizontal curvature of the road is an obstruction. Virginia Department of Health VDH comments have not been received for this application. Comments will be provided as soon as they are available. Please provide any letters or other information you have received from VDH regarding water supply, septic disposal, and/or food handling.
