RE: SDP 2012 -007 Homewood Suites - Preliminary Site Plan
Mr. Moore:
The Department of Community Development hereby grants administrative approval to the above
referenced site plan.
The approval of the preliminary site plan is valid for (1) one year in accordance with Section 32.4.3.1 of
Chapter 18 of the Albemarle County Code. Therefore, the preliminary approval shall expire on February
28, 2013. If the preliminary site plan approval expires, a new application must be filed and processed.
Please address all of the requirements and conditions listed below and submit eight (8) tentative plan
copies to the Department of Community Development. This letter must be submitted with the tentative
plans, as a checklist, to document that you have addressed all requirements or conditions, or the tentative
plan will be denied.
Erosion and Sediment Control, BMP Stormwater Management, and road plans with the associated
applications and fees must also be submitted with the eight (8) tentative Plans.
Once the tentative plan is submitted and reviewed you will receive comments from all
departments /divisions /agencies that have made comment on the tentative plan. Any further
responses must be made directly to each department /division /agency that has further comment.
After all aforementioned departments /divisions /agencies have granted a tentative approval, you
must verify with the Planner that you may submit the final mylars (2 sets), two paper copies, the
final site plan application, and final site plan fee to the Department of Community Development.
Signing of the plans will occur within one week once it is determined that the final site plan mylars
reflect all tentative approvals.
The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section 32.6), in
addition to the following conditions.
The Department of Community Development shall not accept submittal of the final site plan for signature
until tentative approvals for the following conditions have been obtained:
Planning Services approval to include:
1. Meet all the requirements in Chapter 18 Section 32 for final site plans, including landscape plans,
and lighting plans.
Engineering approval to include:
1. The plan must meet all engineering requirements of the Water Protection, Subdivision, and
Zoning Ordinances in addition to all engineering standards detailed in the County's Design
Manual.

Albemarle County Service Authority approval to include:
1. Final water and sewer plans are required for our review and approval prior to construction
approval.
2. Fixture counts will be required so meter can be sized by ACSA.
3. Verify if each individual suite will have a foot preparation area (FOG).
4. There is not sufficient fire hydrant coverage for this building. You will need to extend a
waterline and place a hydrant on the property. The domestic water meter and fire lane should be
located on the extended waterline to keep water age down the line. The existing meter can be
relocated or used for irrigation.

Fire & Rescue approval to include:
1. Hydrant spacing shall be 400 ft per travelway around the building.
2. Location of the Fire Department Connection shall be on the address side of the building within
100 feet of a fire hydrant.

VDOT approval to include:
The eastern most entrance to this site is within the functional area of the Route 29/ Route 631
intersection which is not an acceptable entrance location in accordance with the VDOT Access
Management Standards. This entrance will need to be closed and the shared western entrance
will need to be the main access for this site.
2. A right turn lane analysis for the western entrance will need to be submitted to VDOT for review
and if warranted, will need to be constructed with the site plan.
The existing western entrance will need to be brought up to the current VDOT standards for a
commercial entrance as described in the VDOT Road Design Manual, appendix F.
4. Access to the adjacent parcels should be provided within this site to prevent vehicles from using
Route 631 and Route 29 for trips that can be captured within the existing sites.
