The site plan and comps set (SDP201200009) and WPO plan and calculation set
(WP0201200013) submitted 8 February 2012 have received Engineering Review and do not
appear to meet Albemarle County minimum checklist items for approval. Please adequately
address the following comments for final approval:
A. General (SDP201200009 and WP0201200013)
1. Final application for this review will need to be signed by the applicant.
2. After final construction plans are approved, this project will require calculations by Albemarle
County for pro -rated share payment for this development which drains to Lickinghole Basin.
3. As discussed with the applicant, the review of the WPO plans for the Block 11 road plans and
the Block 11 site plan will be combined because of the way the ESC plans were submitted.
Neither the road nor the site plans can be approved until the WPO plan is approved. It is
recommended, but not required, that the applicant combine the road and site plan sets to ease of
design and review. If the sets are combined, please make sure all important design elements of the
each plan remains in each set and the project area is revised to include all proposed public roads.
4. Final submittal set will need to include a signed and dated professional engineer's seal.
5. Please provide an existing benchmark. Benchmark shown on sheet E -1 of WP0201200006
just south of Old Trail drive and Glen Valley Drive or another will suffice.
6. Per County View records, the fee for road review as part of SUB201200008 has not yet been
received by the County. Once this fee has been received, road review can occur and comments
will be sent to the applicant.
2. Graphic scale on sheet DP -1 of WP0201200006 appears to be exaggerated. Distance of 160'
measures 145'. Please correct all graphic scales for accurate length and area determinations.
Graphic scale also appears distorted on sheets E -1, S -1, and ESC -2 from WP0201200006 and
sheets E -1, S -1, S -2, and DP -1 from WP0201200013. Please also correct typo on graphic scale on
sheet LL -1 from each set for distance of 40' which is labeled 30'.

B. Final Site Plan and Comps set (SDP201200009)
1. Label proposed water, drainage, and sanitary easements including needed water, drainage, and
sanitary easement lines at the south ends of Wheatfield Court and Wheatfield Lane.
2. Since phased construction (Glen Valley Drive and Claremont Lane before interior grading and
road construction) is not desired, please remove Ditch 1, Ditch 2, and drainage structures 16B and
14B from the plan set.
3. Please label existing water main and proposed sanitary sewer crossing on Ditch 3 profile.
C. Erosion and Sediment Control Plan (WP0201200013)
1. Please separate out sheets ESC -1, ESC -2, and ESC -3 into a separate Erosion & Sediment Control
plan set. Albemarle County keeps Subdivision Plan sets (permanent) separate from Erosion &
Sediment Control plan sets (temporary). This could also be done with the stormwater management
plan once completed.
2. Please provide a north arrow and matchline reference or vicinity map to locate sediment basin
proposed on sheet ESC -3.
3. Please identify receiving waters for runoff from this land disturbing activity. It appears that this is
the Slabtown Branch of Lickinghole Creek. Existing creek to the south is not specific enough to
identify the outfall stream.
4. Please identify staging and contractor parking areas or make a statement that these areas will be
within the limits of disturbance proposed for this project.
5. Please pull the silt fence downhill of the sediment basin embankment just above the headwall.
6. Please clarify which locations of silt fence require wire support or remove this detail from sheet
ESC -3.
7. The sediment basin does not appear to include an emergency spillway. Please remove the note
"Crest of Emergency Spillway" from the Sedment Basin #1 Design graphic for plan clarity.
8. Please indicate safety fence construction around the sediment basin [VESCH III -88].
9. Please indicate the dimensions for the concrete riser footer for the sediment basin and provide anti -
floatation calculation.
10. The baffle will not work as intended by the applicant.
11. Please move the construction entrance to Claremont Lane as located in WP0201200006.
12. Please provide an analysis of the downstream channel. Please refer to the design manual for all
expectations regarding a downstream channel analysis. The 1% rule must be applied using the total
development acreage of Old Trail Village, not just that of this phase/block.

D. Stormwater Management Plan (WP0201200013)
1. The applicant has provided a SWM plan review fee, but no SWM plan has been submitted.
This project must provide detention of the 2 and 10 year storms as well as water quality. Neither
of the plans submitted included any stormwater management information except for a note in the
ESC plan that stormwater runoff will "ultimately be routed to a stormwater facility at the back of
the site." A facility, addressing water quality and detention requirements, must be designed with
these applications.
2. Per a determination made regarding plan sheet 3 of 9 of ZMA- 2004 - 00024, Block 11 and
Block 12 will require a Biofilter Detention Basin. Please design the ultimate proposed stormwater
management facility to treat and detain runoff from Block 11.
Once the Erosion & Sediment Control and Stormwater Management [WP0201200013] comments have
been addressed, please submit 2 copies of the revised plans, calculations, and narratives to Community
Development Engineering along with the required review fee and transmittal form.

[17- 204.f] An application for an erosion and sediment control plan that requires modifications, terms, or conditions to be
included in order for it to be approved shall be deemed to be withdrawn if the owner fails to submit a revised plan addressing the
omitted modifications, terms or conditions within six (6) months after the owner is informed of the omitted information as
provided under paragraph (B).
