After going through photographs and observations from my site visit with the County Engineer, Glenn
Brooks, we have concluded that a reduction to the stream buffer is necessary. Originally out on site, I had
mentioned that the starting point of the stream should be located at a tree roughly at the midpoint of the
house. But considering rainfall data of the past 5 months compared to an average year, we felt comfortable
in determining that the start of the stream was farther downhill. Please see the revised stream buffer layer
below.
The beginning of the stream is located approximately 25ft north of the property boundary with TMP 43-
211 at a small drop at the upper end of a bowl within the stream, just a few feet downhill from the L-
shaped tree trunk (see the photo below).
As I understand it, the current modifications for the house that are being considered are an addition to the
north side of the house, which is now located outside of the stream buffer and is no longer a concern, and
an addition within the existing patio area of the house similar to the existing sunroom stubout. A corner of
this addition may creep into the buffer slightly. If a small encroachment into the buffer was necessary, it
will be allowed because the building addition will provide no negative effect on the stream buffer since it
is already disturbed area.
When the building permit applications are submitted, please provide to my attention a printout from the
County's GISweb application with the updated stream buffer layer (which should be available when you
search after Monday) and the building additions clearly shown. If a portion of the proposed addition is
shown within the new buffer, the county may ask for a few plants to be shown on the map to mitigate the
buffer disturbance per 17 -321 and 17 -322.
