Subject: SUB - 2012 -00010 Old Trail Creekside III phase II -final SUB - 2012 -00010 Old Trail Creekside III phase II -final Ellie, I have reviewed the subject road plan and plat and have the following comments: 1. The turnaround shown in the existing conditions has been removed. The developer has agreed to construct a turnaround on this property once it was acquired. The temporary turnaround will need to be shown on this plan with a temporary easement. 2. The design speed on Welbourne Lane needs to be 25 mph. Sheet S -1 show 20 mph. 3. Show sight lines at the intersection of Mount Vista Lane with Welbourne Lane. Sight easements will be required for sight lines that fall outside of the proposed right of way. 4. Wellbourne Lane and Three Board Lane will have more traffic on it than just the traffic from the number of houses on the roads because they will also serve as through roads for the connection to Route 691. Projected volumes accounting for this increase need to be shown and pavement designs need to be based on those projections. 5. Minimum assumed SSV for pavement design is to be 5, not 10. 6. Sag inlets 22, 34, and 40 have curb spreads greater than what is shown to be the max allowable spreads in the remarks column. 7. There needs to be flanking inlets on Wellbourne for the sag inlets at station 30 +84 and 38 +69. Flanking inlets for Mount Vista need to be added around station 21 +00 in accordance with the VDOT Drainage Manual, 9.4.6.7. 8. The max side slopes are to be 3:1. The contours show 2:1 contours in fronts of lots 10 to 14. 9. N values in the gutter pan are to be 0.15 in accordance with the VDOT Drainage Manual. 10. The erosion and sediment control plan will need to modify the location of the wash rack to account for the new turnaround. 11. Show CG -12 details and denote what type of CG -12 will be used. Show radial CG -12 detectable warnings on the ramps and the standard detail. 12. Build a ditch above station 16 +00 on Three Board Lane and construct a cross drain at the end of the road and tie the CD into a UD -4 that runs down to structures 86 and 86B. 13. Note 1 in the General Construction Notes needs to refer to an acceptable method of inspection in accordance with the VDOT SSAR. 14. Note 2 in the General Notes refers to a CBR value of 10. Pavement design is to be based on CBR of 5. No matter what the soil testing results are, it is required that the soil tests with a pavement design be submitted and approved by VDOT. 15. Note 4 in the General Notes referring to guardrail is incorrect for applications where guardrail may need to be placed at locations with curb and gutter. 16. Add the following notes for mandatory VDOT inspections of the road bed, fills, drainage, etc: a. Mandatory inspections at the following phases are required for roads that are proposed to be state maintained: i. Installation of any enclosed drainage system before it is covered ii. Installation of any enclosed utility placements within the right -of -way before being covered iii. Construction of the cuts and fills, including field density tests, before placement of roadbed base materials iv. A final pavement design, based on actual soil characteristics and certified tests, shall be completed and approved before the pavement structure is placed V. Placement of base materials, including stone depths, consistent with the approved pavement design, prior to placement of the paving course or courses, followed by field density and moisture tests and the placement of a paving course as soon as possible vi. Construction of pavement, including depth and density, upon completion as part of the final inspection. vii. The contractor is responsible for contacting VDOT a minimum of one week prior to each of the above phases of construction to schedule an inspection. viii. Failure of the contractor to schedule these inspections will require additional testing of the roads at the discretion of VDOT or may lead to the roads not being eligible for state maintenance. 17. Note 1 under Drainage refers to a minimum pipe cover of 1 foot. The minimum pipe cover is 2 feet in accordance with 2008 VDOT Road and Bridge Standard PC -1, 107.05. 18. Note 1 under Pavement incorrectly refers to a CBR of 10. 19. Sheet S -2 needs to include standard CD -1, UD -4, CG -12, CG -12 detectable warning and any other item missing that is called for in the plan. 20. The road classification table needs to be updated with adequate traffic projections and assumed CBR values of 5. Pavement design worksheets need to be submitted for review. 21. Show the entire CG -6 standard and add a note for control crack joints and expansion joints and refer to sections 502 and 504 in the VDOT Road and Bridge Specifications. 22. Note 2 in drainage needs to state that CD -1 and CD -2 are to be placed as per the standards. These locations need to also be added to the plan and road profile sheets. 23. Show SSD and K values on all vertical curves. VC on Three Board Lane at station 10 +50 needs to have a minimum K of 26. VC minimum K value at station 19 +39 on Mount Vista is 26. 24. The plat refers to Windmere Lane and the road plan refers to Mount Vista Lane. 25. Add sight easements to the intersection of Windmere and Wellbourne. Please let me know if you have any questions.
