The WPO plan and calculation set (WP0201200022) submitted 22 February 2012 have received
Engineering Review and do not appear to meet Albemarle County minimum checklist items for
approval. Please adequately address the following comments for final approval:
A. General (WP0201200022)
1. Please provide copies of federal and state permits including Army Corps of Engineers permit
for this project.
2. Please confirm project owner is Rivanna Water & Sewer Authority and add their address on
title sheet.
3. Please visually confirm the topographic survey conditions for the stream enhancement site areas
and note as such on the plans. Topography over one year old must be field verified by designer.
4. Please identify floodplain limits or provide a statement in plans if all work associated with this
project is in a floodplain.
5. Please shade all slopes 25% and over (critical slopes as defined in County Zoning ordinance) or
provide a plan note to indicate no grading work will occur on critical slopes.
6. Please include the Albemarle County General Construction notes on the plan set.
B. Erosion and Sediment Control Plan (WP0201200022)
1. Albemarle County requires paved construction entrances to be shown on development plans
[Albemarle County Engineering Review Reference Details Page 3 of 6] to mitigate erosion.
Please include this detail with the plans. It appears this detail could substitute for "Stone
Construction Entrance" shown on sheet EV 1.16.
2. Please provide sizing and placement specifications for proposed Keystones, boulders, and
footer boulders as shown on sheets EV 1.14 and EV 1.15. Please provide flow calculations to
ensure proposed rocks have buoyancy protection during a 100 year storm event.

3. Please include a description of the existing land use and adjacent land use in the Erosion &
Sediment Control narrative.
4. Please label the existing soils descriptions and divides on the plans.
5. Please include the Albemarle County General Erosion & Sediment Control General Notes with
the E &S sheets.
6. Please indicate and protect staging locations or comment if proposed boulders will be hauled
directly from quarry to final locations.
7. Please reference a VESCH approved Utility Stream Crossing for work requiring a stream
diversion. It appears that a type A, B, or C USC should be shown instead of the "Pump Around
Detail" on sheet EV 1.16 [see VESCH III -230 - 231].
8. Please reference a VESCH approved Utility Stream Crossing for work requiring in- stream
cofferdams. It appears that a Cofferdam Crossing should be shown instead of the "Instream Check
Dam/Sand Bag Dike on sheet EV 1.16 [see VESCh III -236].
9. Please provide a cut/fill balance on plans to ensure adherence to A.C. 30.3.05.1.1.7b. Please
comment on the effect that the measures included in the Stream Enhancement Site Project Areas
have on the floodway course, section and alignment of Buck Mountain Creek.
10. Please locate a Construction Entrance for the Stream Enhancement Site Project Areas on the
plan set. Per site visit on 3/27/2012, it appears both Areas could be accessed from Buck Mountain
Road just east of Buck Mountain Creek.
11. Please provide stable access to both Stream Enhancement Site Project Areas on the plan set.
Per site visit on 3/27/2012, it appears that this could be accomplished by providing another legend
item for Improved Access Road. From the Construction Entrance to both Stream Enhancement
Site Project Areas, it appears these measures should be included with the Improved Access Road:
- approximately 500' of improved access to rutted existing Recreational Trail with a
typical section similar to the Stone Construction Entrance (minus the washrack)
- replacement or extension of two existing 15" corrugated metal pipes with culvert inlet
protection per VESCH III -46 and outlet protection per VESCH III -154

Once the comments have been addressed, please submit 2 copies of the revised plans, calculations, and
narratives to Community Development Engineering along with the required review fee and transmittal
form.

[17- 204.f] An application for an erosion and sediment control plan that requires modifications, terms, or conditions to be
included in order for it to be approved shall be deemed to be withdrawn if the owner fails to submit a revised plan addressing the
omitted modifications, terms or conditions within six (6) months after the owner is informed of the omitted information as
provided under paragraph (B).
