Subject: Final Touch Tree Service (SDP- 2012 - 00010)
The final site plan for Final Touch Tree Service, received 21 February 2012, has been reviewed. The plan
can be approved after the following comments have been addressed.
1. The site plan cannot be approved until ESC and mitigation plan approvals have been given. At
this time, only one ESC plan (WPO- 2011 - 00098) review has occurred. The applicant should refer
to the first engineering letter from the WPO plan review, provided 5 January 2012, for comments
regarding stream buffer disturbance that are also germane to the site plan review.
2. VDOT approval of this plan is required. This submittal matches the approved preliminary site
plan. However, the version of the preliminary site plan that was approved did not receive VDOT
review, according to the county's tracking system. The last correspondence from VDOT, an email
sent by Joel DeNunzio on 9 March 2009, which seemed to grant conceptual approval, was in
reference to an iteration of the plan that included entrance improvements on Route 240. VDOT
will need to determine if these are still required.
3. Please provide more detailed information on the hydrologic assumptions for the new culverts'
watershed, such as the weighted curve number calculation and a time of concentration breakdown.
I would also encourage the applicant to consider sizing the culverts for a full build -out scenario of
the watershed, or at least the development of this parcel (56 -86) and the adjacent western parcel
(56 -86B). As part of any future development's application, the developer will need to prove the
adequacy of the downstream channel. By sizing the culverts using the existing conditions, future
development will likely require an upgrade to the culvert system later.
4. Please remove all references to pavement if only an 8" gravel layer is proposed.
